- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W813LT-435 6-7005. This acquisition is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. The proposed contract action is for supplies or services for which the Gover nment intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen [15] days after date of publication of this syno psis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered sol ely for the purpose of determining whether to conduct a competitive procurement. This acquisition is a sole source to TA Instruments, 109 Lukens Drive, New Castle DE 19720 in accordance with FAR 6.302-1. The associated NAICS code is 334516. No other sou rce can provide equipment compatible with Governments existing platforms and fixtures. Place of performance is US Army Research Laboratory, Aberdeen Proving Ground, APG MD 21005-5069. 2.
