- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. F3P3D15040A100 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-26. This acquisition is reserved for small businesses. The associated NAICS code for this acquisition is 333298. Randolph AFB TX plans to acquire the following item: One Archer S 15 watt portable laser marking system, using a Nd: YVO4 crystal laser, marking head: 160mm, F-theta focusing lens, high speed beam control, 1064 mm wavelength, CDRH class IV Level of manf diode pumped power source, fiber coupled to marking head. TE cooling system, 19" rack mount controller, mounting stand, Q switched operation, RMI software, & Z-axis lab jack, or equal. If submitting an or equal offer, please include sufficient product description or provide product literature in order for the Government to determine item compatibility. The following provisions in their latest editions apply to this solicitation: FAR 52.212-l, Instructions to Offerors, Commercial. FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate offers: Price and technical performance with technical performance being equal to price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer/s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3, Offerors Representations and Certifications, Commercial Items (offeror shall include a completed copy as part of their quote. A copy of the Offerors Representations and Certifications may be obtained from http://farsite.hill.af.mil). FAR 52.212-4, Contract Terms and Conditions, Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. DFARS 252.232-7003 also applies. Additional FAR clauses cited within the above clauses, which are applicable, will be incorporated into the solicitation and the resulting contract. Award will be made to the most responsive offeror proposing the items determined to be the most advantageous to the government in accordance with the evaluation factors listed above. FOB shall be Destination. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov). When submitting pricing, please list each item, the unit price, and the total price. Offerors shall respond to this solicitation by 4:00 p.m. Central Standard Time 15 March 2005.
