Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, FA4861-05-Q-B106 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. The NAICS code for this solicitation is 238310. The size standard for a small business under this NAICS code is one that is equal to or less than 500 employees. This Request for Quotation is being submitted as a solicitation restricted to small businesses. This is a commercial purchase. The contractor shall provide all training, supplies, equipment, and installation as required to deliver a mobile spray unit used for insulation, adhesive, and acoustical texture applications. This system should be able to spray insulation containing adhesive so it will stick to bare metal walls and ceilings of K-Span building systems. All items shall follow Evironmental Proptection Agency's recommended recovered materials content levels for building insulation: 75% post consumer content / 75% total recovered materials. Contractor?s quotes shall be brand name or equal and include pricing for the following line items: 01) 1 ea. Ranger 5 ST Mobile Spray Unit, 02) 400 bags K-13 Beige Cellulose Insulation, 03) 16 drums SK-2000 Adhesive, 04) 1 lot On-Site Training (5 Days min), and 05) 3 pails IsoPrime. The contractor will install the items at Nellis AFB, and test them to ensure they are working properly and will train onsite Nellis personnel on proper usage of the equipment. All quotes shall be FOB destination. If quoting equal, literature, technical data and product specifications must be submitted with quote for each line item. Quotes should be in the following format; price for each line item independently and price for combined line items. Award Basis: Best Value. FAR 52.211-6, Brand Name or Equal; Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. FAR provision 52.212-2, Evaluation-Commercial Items, is also applicable. The following factors will be used to evaluate the offer: Technical Capability, Price, and delivery schedule. In addition to the price list, offerors shall submit with their offer a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items with Alternate I. In conformance with Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.232-7003, Electronic Submission of Payment Requests, which is incorporated herein by reference, contractors shall submit invoices ELECTRONICALLY through the Defense Finance and Accounting System (DFAS) Web Invoicing System [Wide Area Workflow ? Receipt and Acceptance (WAWF-RA)] at https://wawf.eb.mil/. All contractors must be registered in the Central Contractor Registration (CCR) database to receive a DOD award or payment. Lack of registration in CCR will make an offeror ineligible for award. Information concerning clauses and provision incorporated by reference may be obtained at http://farsite.hill.af.mil. Quotes are due on or before 12:00 p.m., Pacific Daylight Time, on 15 March 2005.
