Description
This solicitation will be a full and open competition. The project consists of asphalt surfacing, ditch and shoulder rehabilitation on 48.220 kilometers of roadway for the Klamath National Forest, CA PFH 93-1(2), Cecilville Callahan, Siskiyou County, California. The estimated price range is between $5,000,000 and $7,000,000. Principal work items include: lump sum contractor testing; 5,000 m silt fence; 10,000 m3 watering for dust control; 4,225 m3 subexcavation; 750 m3 select borrow; 47 km shouldering and minor embankment; 24.000 km road reconditioning, pulverize 150 mm depth; 12,550 m3 roadway aggregate, method 2; 32,500 metric tons hot asphalt concrete pavement class B, grading C or E, type 2 pavement smoothness; 1,790 metric tons asphalt cement grade PBA-6a; 325 metric tons antistrip additive type 3; lump sum materials transfer vehicle; 2,030 metric tons minor hot asphalt concrete; 201 metric tons prime coat grade MC-70, SC-70 or alternate; 1,408 metric tons blotter; 82 m steel bridge railing, W-beam; 1,220 m geocomposite underdrain system; 7,610 L pavement markings type A; 1,330 hours flagger; 800 hours pilot car; 24.000 km temporary pavement markings; along with associated rental equipment. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
