Description
THE FOLLOWING SYNOPSIS/SOLICITATION IS A SMALL BUSINESS SET-ASIDE PURSUANT TO THE AUTHORITY OF FAR 19.5. This is a combined synopsis/solicitation Request for Quotes pursuant to FAR 12.603 Streamlined Solicitation for Commercial Items for Historian Services; NAICS Code: 541990 All Other Professional, Scientific, and Technical Services, with a Size Standard of $6.0 M. The History Staff of the U.S. Census Bureau and the Chief historian of the decennial census procedural history program is responsible for researching and writing assigned chapters of the 2000 decennial census and in the planning of writing the procedural history for the 2010 decennial history. Also, the History Staff supports the day-to-day research, transcription, and query needs of the Census Bureau. This work requires using Census Bureau research facilities as well as those of the National Archives and Records Administration, the Library of Congress and local academic institutions among others. When necessary, this also involves coordination with printing and publishing offices both within and outside of the Census Bureau. The History Staff requires professional historian services to perform a variety of tasks under the scope of these professional historian services. These tasks include but shall not be limited to: scholarly research, writing and editing; responding to historically related queries; research and develop questions for oral history interviews, conduct such interviews and edit resulting transcripts; taking minutes at committee meetings and from taped recordings of the meetings, preparing monographs, researching issues and preparing brief reports based on this research. The Government estimates that this will require a one full time Historian at 2000 hours per year level-of-effort. The type of contract will be a firm-fixed price order for commercial services. The tasks for historian services include Task 1: Decennial Procedural History, Task 2: Inquiry Response, Task 3: Oral History Interviews, Task 4: Editing/Review, and Task 5: Meeting Minutes, as well as a recurring Deliverable consisting of a detailed biweekly summary report of work performed and accomplishments conducted during the biweekly period. The period of performance is one base year plus four option years. Evaluation of Offers shall be done pursuant to FAR 12.602 Streamlined Evaluation of Offers. Evaluation Factors are, in order of descending importance: 1) Personnel Qualifications, 2) Price, 3) Past Performance and References, and 4) Oral Presentations. The deadline for any technical questions is March 15, 2005, 12:00 PM (Noon) Eastern Time. All quotes must be received by March 29, 2005 at 5:00 PM, Eastern Time. The Government reserves the right to reject any offers that do not follow the terms and conditions of this synopsis/solicitation. The following FAR clauses are hereby incorporated by reference as terms and conditions: FAR 52.212-4 Contract Terms and Conditions (OCT 2003), FAR 52.212-5 Contract Terms and Conditions Required to Implement Executive Orders- Commercial Items (JAN 2005), FAR 52.217-7 Option to Extend Services (NOV 1999), and FAR 52.217-8 Option to Extend the Term of the Contract (MAR 2000).
