Description
AMENDMENT #2?DCS RFI Q&A 1) About Data Collection Sensors/platforms: A) What is the vision as a platforms for the future/long range for handling data in a unified way, format, protocols, etc? Answer: NOAA/NESDIS provides a transmission service only. Data formatting is the purview of the users. There is some discussion in the user community oriented toward developing standards, but in the past the community has proven too diverse to come up with a workable standard. Some work is ongoing to define a standard format descriptor, but has not progressed rapidly. Again, this work is within the user community, not within NESDIS. B) Will platform support IP enabling interface to take advantage of recent thrust for IP enabled gadgets? Answer: There has been no discussion in this area. Platforms are manufactured and sold by the private sector, and are designed to meet NOAA certification standards. NOAA does not define interfaces or data protocol beyond ASCII and pseudo ASCII. If NOAA and the manufacturing and user community are presented with a benefit to be derived from this use, we would take it under consideration. C) Do you see any benefits in leveraging the technologies, like Software Defined Radios, to handle different wave forms for handling transmission/Receiving data using RF media? Answer: Yes. Some manufacturers of transmitters already use Software Defined Radios in their transmitters, and NOAA's receive system uses Software Designed Radios. D) Can NOAA can share/provide the list of items that are considered as a list of challenges for the next generation DCP for: i) Technological, ii) Capital intensive, iii) operation costs, sensors to collect different measurements, iv) User critical needs for sending data collected from the DCPs. (I really appreciate any previously funded research in addressing the above or similar issues). Answer: The question is not clear. We believe the answer is that NOAA does not manufacture the DCP's, and this RFI is not intended to cover DCP's related technologies etc. E) Are you planning to use any SMARTS for reconfiguring the DCS platform for future and how we handle the legacy DCS platforms? Answer: NOAA is investigating using our 2-way communication to provide for reconfiguring the DCS platforms, but has made no commitments. Should we go to such a system, the legacy platforms would be grandfathered in until they are replaced by the user, or for a reasonable time period (i.e. five years or ten years). No plans to use SMARTS at this time. 2) Do you entertain the Out of the Box ideas/solutions to get the end results in a more effective way, similar to a service provider business model in delivering data to the users? For the Service Provider, NOAA provides all the requirements for Service Level Metrics/Agreements, evaluation and monitoring the services delivered to the users of the data? Answer: We believe the idea was that NOAA would entertain any solutions. Implementation is not a guarantee, however, as the RFI clearly states that no contract will be awarded from this announcement. Impacts on the user community must be considered in any solution. 3) Any constraints and directive in using the Frequency spectrum between DCS platforms and space craft and between space craft and ground data collection systems? Answer: Yes. It is described in RFI.
