Description
The US Army TACOM-ARDEC Picatinny Center for Contracting and Commerce and the Product Manager for Mortars is conducting a Market Survey to identify potential contractors capable of providing the supplies/services required to be the prime contractor for Systems Technical & Production Support (STS) for the M224 60mm Mortar, M252 81mm Mortar and M120/M121 120mm Mortar Systems. The successful offeror will be required to furnish qualified and experienced in-house personnel, facilities, supplies and services necessary to support Mortar Systems Production, New Equipment Training & Fielding, Mortar Systems Modernization, Integrated Logistics Support (ILS), Quality Assurance, Packaging, Standardization and various related technical support for the M224 60mm Mortar, M252 81mm Mortar and M120/M121 120mm Mortar Systems. Mortar Systems Production activities include fabrication of 60mm, 81mm, and 120mm Systems, M170, M177, M190/M191 Bipods, M7, M8, M3A1, and 120mm Baseplates, M313 (81mm) Mortar Barrel Insert and components, and M67 Sight Units; all to existing approved U.S. Government Technical Data Packages. Staging and New Equipment Training & Fielding activities include acquisition of Basic Issue Items, Organizational Level and Direct Support Level Tool Sets. Assembly of contractor furnished bipods and baseplates with Government Furnished M225, M253, and M298 Mortar Barrels and acceptance of completed mortar systems. The receipt, storage and issuance of Government Furnished Material and Equipment to include M1101/M1102 Trailers and Lightweight Handheld Mortar Ballistic Computers (LHMBC), and conduct of New Equipment Training for Soldiers. Planned modernization and improvement activities may include items such as systems engineering and integration of Improved Mortar Deployment Systems, Universal Cleaning Staff, Fire Control Systems and Night Vision Systems, and Corrosion Preventative Coatings. Any modernization tasks will address total life cycle cost of current components and mitigating technology obsolescence while addressing technology insertion. Combining modernization tasks with System improvements in a cost effective migration plan will be required. Tasks may also include Materiel Fielding Team Support Packages, as well as on-site technical assistance for deprocessing, new equipment training, total package fielding and MWO applications. Interested parties will need to have capabilities for total system responsibility for Mortar System engineering and integration efforts, including assessment the impact of changes on the total system, test plans, performance specifications and related documentation required to validate system performance. Results of these efforts will be incorporated into test/integration mortar systems, fielded mortars and future production mortars. Mortar expertise is desired but not required; however systems integration experience is essential. The Government anticipates using a delivery order contract with one or more pricing arrangements; including Time and Material and Firm Fixed Price. The Government is contemplating a period of performance of five years with an estimated maximum value of up to $75 Million. The Government is still considering source selection criteria, however, strong consideration will be given to the contractor who demonstrates a solid ability to integrate weapon systems and possess a strong program approach. The Government is interested in Prime Contractors only. Contractors seeking subcontracting opportunities should not respond to this announcement. Interested parties should submit information which demonstrates their ability to meet the requirements stated above to the Picatinny Center for Contracting and Commerce, AMSTA-AQ-APC, Mr. Louis Sylvain, Building 10, Picatinny Arsenal, NJ 07806-5000, no later than March 18, 2005. The Government will not pay for any information submitted in response to this notice. This sources sought notice is not a solicitation and the Government is not obligated to award a contract as a result of this survey.
