Description
Statement of Work For R10-05-029 Cost and Selling Values Collection of Region 10 Timber Industry Data 1. A qualified and experienced cost collection accountant will (along with other cost collection team members) collect, review and analyze the following documents: Mill Cost Collection Fiscal side: Financial statements Chart of accounts General ledger and general journals Working trial balance Sales journal Sales by customer item detail Contracts for logging services Custom cutting contracts or agreements Depreciation schedules Payroll Vendor account files Invoices Logging Operation Cost Collection - Financial statements Chart of accounts General ledger and general journals Working trial balance Depreciation schedules Payroll Vendor account files Invoices Collection and analysis will be done in accordance with FSH 6509.15 ?Collection and Analysis of Timber Purchaser?s Cost and Sales Data? and GAAP guidelines. Costs will be allocated to cost centers that are determined by the Forest Management production forester in order to serve the appraisal system. The Forest Service will take the lead in collecting the production and sales data. 2. The accountant must demonstrate experience and knowledge in applying policy guidelines as written in FSH 6509.15. The accountant must demonstrate experience and knowledge in applying GAAP procedures in timber industry cost and selling values collection situations. The accountant must demonstrate experience and knowledge with logging and milling terminology. 3. a) The accountant will collect and analyze costs and sales for two mills for the period CY-2004. b) The accountant will collect and analyze costs and sales for a log broker and purchaser of federal timber. c) The accountant will collect and analyze costs for five logging companies. 3. The accountant will note relationships with affiliates or subsidiary companies to assure transactions are arms length. He will recommend further cost collection of affiliates or subsidiary companies if necessary. 4. Deliverables include a well-documented Working Trial Balance with backup working papers. The cost collection folder will include notes on any unusual circumstances in 2004 that might affect costs. The format will follow past cost collection examples which will be provided to the contractor. All data and analysis will be treated under confidentiality laws and regulations. 5.
