SUBJECT: Solicitation for Personal Services Contractor (PSC) for the Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from individual U.S. citizens interested in providing services under a Personal Services Contract as described herein. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the DOS. Submissions shall be made in accordance with the information provided herein at the place and time specified. SUBMISSION REQUIREMENTS: Proposals must include a resume, an Optional Form 612, and three letters of reference including contact information for the references. Proposals must be sent via fax or email to Sonja Rocks with original copy sent by Federal Express or DHL. Do not send applications via the US Postal Service as they may not be received on time. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Lima, Peru. The NAS Aviation Section manages twenty-four (24) rotary wing and two (2) fixed wing, DOS owned aircraft, two GOP aircraft and two hundred and forty-five host nation personnel in support of counter-narcotics operations. Additionally INL/A provides planning, operational and logistical support and contract oversight for the DOS aircraft in Peru and GOP aircraft under the direction and supervision of NAS Aviation Section as directed by the Peru Country Team and INL. PURPOSE: The purpose of this professional services contract position is to provide a Rotary Wing Operations Aviation Advisor for the NAS Aviation Program in Peru. The incumbent serves as the advisor to the senior in-country aviation advisor, responsible for assisting the Senior and Deputy Aviation Advisors in providing program implementation, direction and execution oversight in support of host nation counter-narcotics (CN) efforts. Assists in effecting high level interagency coordination with the American Embassy, host nation CN police and military forces, other military services, aviation support services contractors and other participating agencies. Coordinates and evaluates training and operational effectiveness of in-country Department of State programs, to include interdiction and eradication operations, ensuring all aviation programs retain requisite operational and logistical fluidity. Monitors and evaluates aviation support services contractor's performance in maintenance, operations and logistics. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Deputy Senior Aviation Advisor; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent may coordinate directly with the Office of Aviation (INL/A) and the US Embassy for purposes of this program. Completed work is reviewed for timeliness and effectiveness. 2. STATEMENT OF WORK In the absence of the Senior and Deputy Senior Aviation Advisors the Rotary Wing Operations Aviation Advisor assumes functions of the Senior Aviation Advisor. Since this is the case the Deputy will apprise himself of all programs, plans, and operations that may involve the Senior Aviation Advisor to include the Regional Aerial Interdiction Initiative (RAII) program. The major areas of responsibility include, but are not limited to, the following: A. Oversight 25% Provide oversight and evaluation of contractor operations. This oversight includes, but is not limited to, reviewing and recommending approval of waivers to published directives, authorizing use of Department of State aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submit weekly written reports of the contractor?s performance and activities to the COR for the contract involved. Provide comprehensive monthly award fee input to the Contracting Officer?s Representative (COR) regarding contractor performance related to the Peruvian National Police Aviation Program. Oversee activities of eleven subordinate aviation advisors, seventy national contract employees, and thirty US contractor personnel. Provide both technical and operational oversight to the PNP aviation units? staff, and technical direction and management to contractor employees. Give advice and instruction to employees on both work and administrative matters. Provide direction and oversight of the contractor for aviation training and standardization. Implement Department of State, INL, Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Oversee the PNP aviation standardization program. B. Direction 25% Plan work, set or negotiate deadlines and completion dates, and review and accept or reject final work. Assign work to the eleven subordinate aviation advisors and seventy plus Peruvian contract employees based on work priorities, difficulty of the assignments, and capabilities of the employees. Direct and coordinate aircraft and personnel deployments within Peru for the purpose of destroying illicit narcotics crops through aerial and air-mobile eradication, intercepting illegal drug shipments through aerial interdiction, and provide the Peruvian National Police aviation training and support for the institutionalization program. Develop operational tactics and new training procedures (through the contractor and the INL/A training/standardization staff) for the purpose of enhancing aerial and air-mobile eradication and aerial interdiction operations. These tactics and procedures include, but are not limited to Night Vision Goggle operations and tactics, and rules of engagement/aerial gunnery in support of the counter-narcotics mission in Peru. C. Administration 25% Develop, coordinate, organize, and implement comprehensive operational systems and procedures for NAS, INL/A, and DIRAVPOL programs. Provides oversight and coordination between the Anti-narcotics Coordination Center and the Peruvian Police Tactical Aviation Response Force. The focus of these systems includes, but is not limited to aviation training and standardization. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the counter-narcotics mission for NAS / INL. Maintain constant liaison with INL/A (Office of Aviation), U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to CN Aviation operations. Identify developmental and training needs, find ways to improve the quality of work, and develop overall performance standards for both USG and contractor personnel. Coordinate the plans and programs for the out years with the NAS aviation budget to insure that adequate funding has been requested and is available. Coordinates and directs all NAS aviation procurements to insure that the funds are available and that the material to be procured is both necessary to the program and of the proper type and quality. Conduct End-Use-Monitoring (EUM) of all Aviation Program material and all material donated to the Host Nation. D. Host Nation Liaison 25% Make available to DIRAVPOL for use on valid counter-narcotics missions or other missions approved by the NAS Director the USG owned aircraft based in Peru. Provide operational direction and guidance to the PNP Air Police (DIRAVPOL) for the purpose of destroying illicit crops used in the production of narcotics, and interdicting the flow of the finished narcotic products into the United States. This includes, but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, Drug Enforcement Agency, Customs, other federal agencies, and host nation law enforcement agencies. Provide direction to DIRAVPOL for aviation training and standardization. Implement Department of State INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Oversee the DIRAVPOL aviation standardization program. 3. MINIMUM REQUIREMENTS A. Bachelor's degree from an accredited institution, or equivalent (i.e., associates degree with five years related experience, or ten years of related experience in the military, law enforcement, international development, international affairs, or public administration). B. Must be an U.S. citizen, subject to state department security clearance. Must be able to obtain a secret level clearance. Current or former national agency check desired. C. FAA commercial helicopter and/or fixed wing pilot rating required. Advanced aeronautical ratings and instructor pilot experience are desired. D. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. E. Five years of relevant aviation management experience, including aviation operations management and aircrew training is required. F. In-depth knowledge of aviation training and standardization procedures, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. G. Mid to senior level management experience in office procedures and general business management required. Must be capable of performing, on a rotating basis, the duties of the embassy field coordinator at the main forward operating base in Pucallpa. H. Experience in working with Latin American Host Nation government and/or military organizations I. Spanish language fluency at the 3/3 level is required. J. Knowledge of and skill in using information technology and management systems required. Computer skills should include word processing and spreadsheet applications. Data base management, Internet services, and multi-source e-mail skills desired. K. Must be physically qualified to live in Peru and willing to engage in frequent in-country travel to remote locations. The work is both physical and sedentary in nature and involves activity at both the main and field locations in addition to the Lima airport and embassy offices. Incumbent must complete and pass annually a FAA Second Class Medical examination. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without on-the-ground supervision. L. Knowledge of embassy organization and the complexities of interrelated activities, as well as familiarity with program, organization, and operation of other USG elements involved in counter-narcotics programs, particularly the military, is strongly desired. M. Knowledge of the political, economic, legal and military environment of Peru and regional factors affecting counter-narcotics programs is desired. N. Familiarity with U.S. counter-narcotics operations in Latin American desired. 4. COMPLEXITY Assignments include analysis and direction of all facets of a sophisticated aviation program composed of a fleet of fixed wing and rotary wing aircraft, both tactical and transport, within an integrated program of diverse counter-narcotics operations. These operations include aerial and air-mobile eradication, aerial and air-mobile interdiction, forward area aerial re-supply, replenishment, sustainment, and host nation aviation training. Additionally all of these facets must be integrated into the NAS Aviation program budget and budget request at least 2 years in advance. Incumbent must apply specialized and professional knowledge to supervise flight standardization oversight of aviation support contractor and DIRAVPOL pilots operating in Peru and at multiple forward operating locations. The incumbent oversees multi-national/multi-cultural pilot training programs, plans policies, and procedures for the NAS. Coordinates recommendations from staff officers, consults with the NAS Director regarding ongoing projects, provides guidance to subordinate Program Aviation Advisors, Standardization Pilots, contractor, DIRAVPOL and operations personnel, and oversees implementation of the programs. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the NAS aviation program that will improve flight safety of aviation operations in support of the counter-narcotics mission. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. 6. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections and or evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the drug-traffickers and therefore pose significant risk to the incumbent while at these sites. Danger pay is authorized when on duty in these locations. B. EVALUATION CRITERIA Factor 1. (Contract Oversight) Offeror?s ability to: a. Perform oversight and evaluation of contractor operations, to include reviewing and recommending approval of waivers to published directives, authorizing use of USG aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. b. Prepare and submit monthly written reports of the contractor?s performance and activities to the Senior Aviation Advisor and provide comprehensive monthly award fee input to the Contracting Officer?s Representative regarding contractor performance. Factor 2. (Staff Oversight) Offeror?s ability to: a. Oversee activities of subordinate aviation advisors and contractor personnel. b. Provide technical and operational oversight to the DIRAVPOL staff. c. Plan work, set deadlines and completion dates, review and accept or reject final work of staff. d. Assign work based upon priorities, difficulty and capability of staff. e. Give advice and instruction to employees on both work and administrative matters. Factor 3. (Assist Senior Aviation Advisor) Offeror?s ability to: a. Direct and coordinate aircraft and personnel deployments within Peru for the purpose of destroying coca and poppy crops through aerial eradication, intercepting illegal drug shipments through aerial interdiction and providing the Government of Peru Aviation counter-narcotics aviation training and support for the institutionalization program. b. Develop, coordinate, organize and implement comprehensive operational systems and procedures for the NAS / DIRAVPOL, to include DoS Aircrew Training Program, Operations Directives, Guide to Aviation Training and Standardization and Aircrew Training Manuals. c. Develop tactics and new training procedures (through the contractor and the INL/A training/standardization staff) for the purpose of enhancing the counter-drug mission in Peru. d. Provide operational direction and guidance to the contractor and DIRAVPOL operations activities and personnel for the purpose of supporting the destruction and interdiction of narcotic products in to the United States. This includes planning and coordinating with the U.S. Department of Defense, Department of State, DEA, U.S. Customs, other U.S. Federal Agencies and host nation Law Enforcement Agencies. e. Provide direction and oversight for contractor and DIRAVPOL aviation training and standardization. f. Collect, review and disseminate data on aviation tactics, techniques and employment in support of the counter-narcotics mission. Factor 4. (Experience/Past Performance): Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). C. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. D.
