Description
1. This is an Indefinite Quantity Paint Contract. The Contractor shall provide all labor, materials, supplies, transportation, and supervision to perform and complete both interior and exterior painting, effect minor repairs, replacement and/or new installation of various materials, structures and sites to include any or all of the following work: (a) Painting of new and existing interior and exterior wall surfaces (of various materials), doors and windows (including trim and frame), eaves, soffits, and fascia, (b) Painting Pavements and Airfield Markings, (c) Removal of lead containing paints and asbestos containing materials or encapsulation of these surfaces, (d) Repairing plaster or stucco surfaces, (e) Repairing or replacement of various interior and exterior missing and/or deteriorated wooden items, gypsum board, plywood, acoustical ceiling suspension systems and acoustical ceiling panels, (f) Repairing and/or replacement and new installation of rain gutters and downspouts, (g) Reglazing of doors and window glass, and replacement of window and door glass, (h) Surface preparation of interior and exterior surfaces to be painted by water or abrasive blasting, scraping, hand or machine cleaning, or a combination of these methods. 2. It is anticipated that the contract will be awarded with a base period, and 4 available option periods. There is a guaranteed minimum for the base period of $50,000.00. If awarded for a base period, and four available option periods, the maximum value for each contract period is $1,000,000.00, for a not to exceed total of $5,000,000.00. 3. The Contract will be awarded on a "BEST VALUE TO THE GOVERNMENT" basis. The two evaluation factors are past performance and price, with past performance being of significantly greater importance than price. Therefore, the Government reserves the right to award the contract to an offeror other than the offeror that proposes the lowest price. 4. Due to the complexity and size of the projects in this contract, it will be mandatory to attend a site visit in order to submit a proposal.
