Description
The Department of the Air Force, Air Force Materiel Command, Air Force Flight Test Center (AFFTC), Directorate of Contracting, Edwards Air Force Base California, intends to award a sole source contract modification to Tybrin Corporation, 1030 Titan Court, Fort Walton Beach, FL 32547 using the authority of 10 U.S.C. 2304(c)(1), pursuant to FAR 6.302-1(a)(iii)(B) extending current period of performance end date from 31 May 05 to 31 Jan 06. This will be an 8-month extension with options covering up to 6 months. The NAICS Code is 541710 which has a standard business size of 1,500 employees. This modification is to continue the systems engineering and technical assistance (SE/TA) support in areas such as developmental engineering, verification and validation, and program management support required at the AFFTC. This sole source award is being made to ensure the critical, highly integrated, real time support to AFFTC programs in development of air vehicles, range support systems, and subsystem flight test capabilities test environment is preserved and maintained during the recompete of the current contract requirements. AFFTC has established a SE/TA Recompete Library that outlines the requirement and is located at http://www.edwards.af.mil/contracting/bsx-redirect.html Tybrin Corporation is the only source that can provide the work force with the proper security clearances within the time constraints and first-hand knowledge of projects currently underway to meet this on-site requirement. A sole source award ensures a continuity of service in order to maintain crucial knowledge, capabilities, and demonstrated performance levels necessary to maintain existing SE/TA taskings. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 45 days of the publication of this notice. Contractors interested in this requirement should submit clear and convincing evidence that they can meet the Government?s requirement. Anticipated modification release date is May 15, 2005. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, April 11, 2005.
