- The Department of Defense Education Activity (DoDEA) intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the response timeframe after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement. DoDEA intends to award sole source procurement to SOPRIS West. SOPRIS West in correlation with the Colorado Department of Education/Special Education Services Unit developed several training sessions which provides the standards that meet DoDEA's standards and requirements for the "Individuals with Disabilities Act of 2004 (IDEA)" and the "No Child Left Behind (NCLB) Act" which mandates early literacy practices in Pre-kindergarten through third grade with continuity.
