- The Defense Distribution Depot San Diego, CA (DDDC) provides materiel distribution services including the receipt, storage and issuance of materiel. The Contractor shall provide the material distribution services performed at DDDC. Material distribution services include all management, personnel, supervision, materials, tools, equipment, transportation, and any other items and services not government-furnished. The DDDC depot is located at Naval Station, San Diego, CA. DDDC is responsible for the distribution of materiel located at the Naval Station. This includes the planning, programming, management for the receipt, storage and issue of materiel as well as special functions such as preservation, packaging, packing and marking to support the customers; material processing center (MPC) support; and detrash and packaging function in support of several NAVAIR Depot satellite sites. Approximately 916,888 receipt and issue transactions are processed per year. Items processed at the depot include: depot level repairable, electronics, industrial, medical, general, construction, clothing, packaged petroleum, chemicals, steel, sheet metal, bar stock, ship and aviation repair parts, and boats/amphibious craft. The depot handles classified, sensitive, hazardous, radioactive and pilferable items. This requirement will be awarded for a two-year base period with three one year options thereafter. The award date has been tentatively established for November 18, 2005. The first delivery order shall be let on the same effective date as the contract to obligate the minimum dollar amount stated in the contract. The base period of performance shall be from the effective date of contract through 24 months thereafter. The Defense Distribution Center is seeking offerors to perform the above functions which will be evaluated by utilizing Best Value/Trade Off analysis. Small Business participation in subcontracts and teaming arrangements is encouraged and shall be included under the technical evaluation factors of the solicitation. The solicitation is expected to be released on or about March 15, 2005. The resultant contract will be awarded on an all or none basis as a hybrid fixed price, indefinite delivery/indefinite quantity (IDIQ) contract with cost reimbursement (T&M) provisions. The NAICS Code and Size Standard are 493110 and $21.5 million, respectively. A site visit and pre-proposal conference is expected to be conducted at DDDC on March 29 and 30, 2005, respectively. A video of the Distribution Standard System (DSS) will be presented in conjunction with the site visit/pre-proposal conference.
