General Information Document Type: Sources Sought Notice Solicitation Number: 2005-N-01672 Background The Section 104 of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by Section 110 (P.L. 99 499) of the Superfund Amendments and Reauthorization Act of 1986 (SARA), the Agency for Toxic Substances and Disease Registry (ATSDR) is required to conduct peer review on studies and other research which are to be the basis of environmental public health policy. The purpose of this procurement is to provide a mechanism for obtaining peer review for Toxicological Profiles, associated unpublished studies, and other agency products to address this requirement. ATSDR is directed by congressional mandate to perform specific functions concerning the effect on public health of hazardous substances in the environment. These functions include public health assessments of waste sites, health consultations concerning specific hazardous substances, health surveillance and registries, response to emergency releases of hazardous substances, applied research in support of public health assessments, information development and dissemination, and education and training concerning hazardous substances. This proposed procurement will provide support for the specific functions identified for the agency. Description The Department of Health and Human Services, Centers for Disease Control and Prevention is performing market research to determine the capabilities of potential sources to provide Peer Review and Other Technical Services in support of the Agency for Toxic Substances and Disease registry (ATSDR) as follows: 1. Peer Review Provide peer review for Toxicological Profiles, health and chemical specific consultations and other documents prepared by or submitted for review by the agency. This work includes identifying reviewers with appropriate expertise, ensuring and documenting the lack of conflict of interest in the review process, developing a plan for managing the review process within the time frame and within the context of the government needs, and providing reports in hardcopy or electronic format as appropriate in a manner most expeditious for utilizing the information in document development or review. Competency includes: · Ability to access experts in appropriate fields. · Successfully addressing issues of conflict of interest. · Conforming to peer review policies of OMB, CDC and ATSDR. · Ability to deliver completed reviews within the time allocated to the review process. 2. Expert Panel and other Meeting Support. Provide a menu of panel meeting or conference support depending on the purpose, plan and objectives of the meeting. Working with the Project Officer and Technical Contact, identify critical experts to participate in this activity. Contact individuals to participate and develop a contract for services if necessary, develop travel plans, establish the facility for the meeting and coordinate post-meeting activities. Plan announcements or publicity for the meeting and develop web-based meeting support as needed for information, registration, or other needs. Arrange facilities for the meeting and coordinate meeting details. Support conduct of the meeting in coordination, or registration procedures, audio-visual support and operation, facilitation of discussion periods, receptions, and other meeting activities. Competency includes: · Web-based meeting support. · Arrangements for meeting facilities. · Facilitate meeting activities, logistics, and support. · Post-meeting follow-up. · Examples of expert panel meeting results contributing to programmatic needs. 3. Educational Support Working with the Project Officer and Technical Contact, identify best approach, plan, and media for educational support program. Identify technical experts to participate in training activity, establish necessary contract and other arrangements, and identify means for monitoring training or educational progress. If needed, work with CDC training offices to ensure training credit certification. Competency includes: · Demonstrated success in distance learning activities. · Delivery of health education to medical professionals. · Delivery of health education to the general public. · Expertise in the InfoMapping techniques. 4. Support for Terrorism Preparedness and Response Working with the Project Officer and Technical Contact, devise an effective plan to support preparedness and response activities. Depending on program needs, components for this support may include special consultants, personnel with preparedness or response skills, and media or materials to support agency collaborators. In certain instances, support personnel may be needed to provide surge capacity as a supplement to ATSDR Emergency Response sectional activities. Depending on the situation and circumstances, support materials or other training materials may be required. Competency includes: · Providing on-site contract personnel with specialized skills in emergency preparedness and response. 5. Expert Consultants Many program activities require outside assessment or expertise in addressing issues. Contractor working with the Project Officers identifies expertise and characteristics necessary for expert consultants. Contactor establishes contractual arrangements with consultants, devises work plan and time frames for addressing agency program needs, and ensures timely receipt of deliverables for the project. Competency includes: · Ability to access and contract with consultants with specialized expertise in environmental public health. · Organize consultant contributions to address programmatic needs. · Address issues in a timely fashion. 6. Support for Agency Partners The agency has significant activities with state and local communities in addressing issues of exposure to toxic substances. In some instances supplemental support will be needed in activities such as risk assessment, addressing community concerns, medical briefings, health studies and other programs conducted by the agency. In certain instances, the need to bring independent resources separate from the agency may be required to appropriately address the issues of concern. The Contractor, in consultation with the Project Officer, defines the necessary support for state or local public health groups. The contractor develops a work plan to meet this technical requirement including: expert consultants, plan of action, deliverables including final report if appropriate, materials to be developed or provided, and special expertise or activities dictated by the situation. Competency includes: · Demonstrated ability to provide support in environment public health (educational, consultative, and technical support) to local communities. 7. Other Support Services Other support services for environmental public health activities include the planning and conducting of health studies, the development of novel methods (including computational toxicology), obtaining supplemental information on hazardous substances, and the translation of critical articles associated with important objectives. Competency includes demonstrated access to: · Technical translation services. · Epidemiology appropriate to health studies. · Computational toxicological expertise. Capability Statement Requirements An interested party must be able to demonstrate extensive experience with, and ability to perform, the kind of work described in this notice. Such documentation may include, but not be limited to, contracts both governmental and commercial, that the offeror has performed, references, i.e., names, titles, telephone numbers, and any other information that documents the offeror’s capabilities, e.g. awards, commendations, etc. It is anticipated to be a Cost Plus Fixed Fee contract and will have a Base Period of 12 months with (4) twelve-month option periods. A response to this SOURCES SOUGHT NOTICE must contain the following information: 1) A 3-5 page summary of the interested party’s relevant prior work; 2) A description of any potential conflicts of interest the interested party may have in performing the assigned work; 3) Resumes of key individuals (documenting expertise and field experience in the technical areas of interest); 4) A brief description of the interested party’s quality control processes for deliverables; 5) References (name and contact information) for whom the interested party has performed similar work; 6) A one-page corporate summary including the interested party’s web site, if applicable; 7) Identification of any current negotiated GSA schedule, government contract, or commercial pricing rates; and 8) A statement identifying if the interested party is a small business, 8(a) firm, small disadvantaged business, women-owned business, or HUB Zone firm. Any entity responding to this SOURCES SOUGHT should ensure that its response is complete and sufficiently detailed to allow the Government to determine the entity’s qualifications to perform. A Government evaluation panel will evaluate all submissions to this announcement. This is a SOURCES SOUGHT announcement only. This is not a request for proposals and in no way commits the Government to award a contract. The Government will not execute any award(s) based solely on responses to this SOURCES SOUGHT announcement and will not pay for any costs incurred in response to this announcement.
