- The Naval Surface Warfare Center Panama City, 110 Vernon Avenue, Panama City, Florida 32407-7001, intends to award a sole source firm fixed price purchase order to Textron Marine and Land Systems, 19401 Chef Menteur Highway, New Orleans, LA, 70129 for ten (10) Craft Control Interface Boards, PN: 483-7285582-007. This acquisition is unsuitable for full and open competition for the following reasons. The Landing Craft Air Cushion (LCAC) Vehicle was first delivered in 1984 and had a service-life design of 20 years. Currently, the Navy has a Service Life Extension Program (SLEP) for the LCAC. Under SLEP, the LCAC will enter the 21st century with markedly improved performance and an increased life span. The interface boards specified are compatible with existing Landing Craft, Air Cushion (LCAC) equipment and are the only interface boards that are 100% compatible with the existing LCAC SLEP equipment. Use of another company?s interface boards may introduce new or chan! ge existing parameters that may do more harm than good to the LCAC system. Failure of the LCAC system could result in loss of life as well as significant damage and maybe even loss of fleet assets.
