Description
"Assessing Reproduction and Body Condition of the Ringed Seal (Phoca hispida) near Sachs Harbour, NT, through a Harvest-based Sampling Program" The Minerals Management Service, Department of the Interior, Herndon, VA intends to award a contract on a sole source basis to Department of Fisheries and Oceans-Canada (DFO), Inuvik, NWT, Canada, in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. MMS will award the contract to support the scientific study entitled "Assessing Reproduction and Body Condition of the Ringed Seal (Phoca hispida) near Sachs Harbour, NT, through a Harvest-based Sampling Program." This contract requires that DFO conduct a ringed seal sampling program in an effort to monitor body condition and reproductive status and success of ringed seals taken by Inuvialuit hunters in the Sachs Harbour area in coordination with ongoing seal monitoring studies in Holman and along the Alaskan Beaufort Sea coastline. DFO's unique and established collaboration with local subsistence hunters from native communities in the area of interest will help to ensure successful completion of the study. DFO expertise will greatly contribute to MMS biological data on Beaufort Sea seal populations for use in interpretation of condition and reproduction rate data for polar bears collected in the same general study area over the same time period. This sole source award to DFO is essential due to the established working relationship with various native communities and members of Hunters and Trappers Committees which are paramount to continued data collection through the ringed seal harvest monitoring program. The maximum period of performance for this contract will be 5 years beginning spring 2005 (60 months). The intent of this synopsis is for informational purposes only. This is NOT a request for competitive quotes. However, information received within fifteen (15) days of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
