Description
The Contractor(s) shall be required to provide assistance to the Bureau of Land Management (BLM), in the State of Idaho for assessment, correction, and monitoring of physical hazards not associated with hazardous materials. Physical hazards general include: unsafe roads, trails, buildings; geologic hazards; abandoned mine hazards; caves; diversion and dam structures and anything else that may threaten the health and safety of users of the public lands and BLM employees. Compliance with environmental and safety and health laws is required including: Federal Mine Safety and Health Act, Comprehensive Environmental Response Compensation and Liability Act (CERCLA), Clean Water Act (CAA), Resource Conservation and Recovery Act (RCRA), Occupational Safety and Health Act (OSHA), and the Federal Facilities Compliance Act (FFCA). The contractor's basic requirements will be assisting the BLM in the State of Idaho, and other BLM cooperators and or other Federal Agencies with technical assistance that may include examination of sites on BLM managed lands where physical hazards are known to exist or expected to exist and assessment, testing, analysis, design, correction, and documentation of actions at physical hazard sites. Many of the above actions are done internally by BLM or cooperators or both. The contractor may or may not be asked for assistance on such actions or may be asked to complete an action without significant assistance from BLM. It is the intent of Idaho BLM to have several contractors available to provide similar services. At times, one or more contractors may be asked to do actions together. Actions to date in the State of Idaho have included: sealing of mine adits and shafts; placing gates on mine shafts, adits, and caves; removal of dangerous buildings; removal of dangerous river diversions; cleanup of non-hazardous dumps; removal of dangerous geologic hazards; posting warnings at known hazards areas; inventory of hazardous situations; and the documentation of actions. It is anticipated that an Indefinite Delivery Indefinite Quantity type contract will be awarded and more than one award may be made. Location of work: Work is to be performed within the geographical boundary of Idaho. There is often restricted site accessibility to many of the sites and will require special equipment to get to them. There are often extreme weather conditions that vary from extreme cold in winter, to extreme heat in the summer time. Travel is often hampered by poor weather conditions ie. fog, rain, snow. There is often a limited window for sampling and excavation of sites due to frozen ground. Lodging and dining facilities may be limited or non existent in many areas of the state. These services may need to be provided by the contractor. Great distances may be encountered to towns or medical facilities.
