SOURCES SOUGHT/MARKET SURVEY NOTICE: The U.S. Army Corps of Engineers, Kansas City District, is conducting market research to determine whether the small business sources in NAICS Code 541330 are interested in submitting a proposal and can meet the requirements of serving as one qualified prime firm on an indefinite delivery  indefinite quantity contract to provide, manage, and coordinate the Engineering and Technical Consultation Services in the form of a six member board to support upcoming projec ts including the Tuttle Creek Ground Modification contract that will be awarded as a Construction Manager-At-Risk contract. All members of the Board need not be from the same firm. The information will be used to make a determination as to whether or not the resultant solicitation should be a small business set-aside or issued as an unrestricted procurement. The primary Architect-Engineer firm for the Board of Consultants (BOC), as the consultant group will be known, will be responsible for management and coordination of, input on, and review of projects and work including the full scale field demonstration ground modification test program proposal, development of the geotechnical baseline report, contract drawings, specifications, design analyses, FLAC de formation modeling, soil parameter modeling, modified ground parameter modeling, and quality control/quality assurance of ground modification. Additional technical guidance will be required throughout the contract. The focus of the Board shall be on the c onstruction of the Tuttle Creek foundation modification as previously synopsized under Solicitation Number W912DQ-04-R-0025 as well as other projects as determined to be appropriate. All interested small business firms shall show in their response to this sources sought announcement their capability to meet the requirements of management and coordination of the best group of experts and consultants. All interested firms shall state specialized experience and technical competence in the following categori es. List/describe degrees, (including state(s) of registration as appropriate) qualified professional qualifications in the following key disciplines: (1) Deformation Analysis Expert- Experience in geotechnical studies and design including slope stability design, deformation analysis and modeling, soil constitutive modeling, FLAC computer program modeling, seepage analyses, groundwater control, earthen dam design, and liquefaction analysis. (2) Soil Improvement Expert- Experience in geotechnical studies, de sign and construction including ground improvement, soil properties and behavior, laboratory and in-situ soil testing, include design experience in Jet Grouting, and Deep Soil Mixing. Include experience in implementation and validation of jet grouting, d eep soil mixing, and sonic drilling procedures. (3) Dam Seismic Expert / Earthquake Engineer - Experience in geotechnical studies and design including liquefaction analysis and other seismic issues on or near high-risk dams. Seismic stability and evaluatio n experience, seismic retrofit of dams, familiarity with dynamic properties of soils. (4) Board Chairman- Experience in the items above in addition to oversight on Corps of Engineers projects. Corps of Engineers experience must include management during the planning, design, and construction of Corps of Engineers dams. The Board of Consultants will consist of 2 - Deformation Analysis Experts, 2 - Soil Improvement Experts, 1 - Dam Seismic Expert, and 1 - Board Chairman. This notice is only requesting information from small businesses with the capabilities to meet the requirements of the prime firm for this project. Responses from Large businesses are not required at this time. It is our intent to award one contract for the BOC. In the event that no responses are received or those received are not technically qualified, the solicitation will not be issued as a small business set-aside . Capability statemen ts, similar past work history serving as the primary firm on a Board of Consultants, Small Business Size certifications, and all other information that can substantiate technical expertise, management, and ability to serve as a prime A-E firm for this cont ract should be e-mailed to carlos.e.clayton@nwk02.usace.army.mil no later than 4:00 PM (Central U.S.A. Time) on February 4, 2005. Your capability statements, prior/similar work history, and Small Business Size certifications can also be sent by overnight delivery, or regular mail to the address below, but it is the responders responsibility that they arrive by close of business on the aforementioned established date and time. Please indicate in the capabilities briefing your ability to support this requi rement as a single firm coordinating the requirements of the board acting as prime contractor. We will not accept responses from individual experts. No other information concerning this requirement is available.
