Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911W6-05-R-0003 and is issued as a Request for Proposal (RFP). Under this solicitation document, the U.S. Army Aviation Applied Technology (AATD) intends to awar d a firm fixed price contract utilizing procedures in FAR Subpart 13.5--Test Program For Certain Commercial Items. We intend to acquire one, 640 x 512 infrared (IR) imager for utilization with AATDs Aircraft IR Measurement System. The imager will be utili zed for the acquisition of detailed, high accuracy infrared radiometric data necessary for thorough assessment/evaluation of Army aircraft IR signature attributes. The IR imager to be procured will be required to acquire data through a very large dynamic r ange with one configuration setting. This synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-27. FAR Provision 52.212-1, Instructions to OfferorsCommercial Items, applies to this acquisition and i s incorporated by reference. FAR Clause 52.212-2, Evaluation-Commercial Items, applies to this acquisition and Paragraph (a) of this provision is completed as follows: The following factors shall be used to evaluate offers: 1) Technical capability of the i tem offered to meet the following Governments specification requirements: A. The imagers detector array size must have a minimum of 640 x 512 pixel array (24 um pixel pitch) with at least 99.95% good pixels. B. The IR spectral response must be from at le ast 1.1 microns to 5.0 microns. C. Imager electronics must utilize 14 Bit analog / digital converter to maintain image frame dynamic range. The imager electronics must possess as a minimum of 2 (preferably 4) digital output channels. Each channel must be c apable of operation at independent frame rates, integration time, offsets, and scale factors. System must be capable of simultaneous, or rapid sequential acquisition of all data channels. D. Imager shall utilize pour filled liquid nitrogen for cryogenic cooling. E. Dewar windows must be equipped with 1.1 micron to 5.0 micron transmissive optical windows. F. The imager must be remotely controllable via RS 422 to maintain compatibility with AATDs Aircraft Infrared Measurement Systems analog-to-digital sig nal converters and acquisition hardware. G. The imager lens mount must be compatible with AATDs existing inventory of bayonet mount, f2.3 lenses. H. The imager must have the ability to be controlled from and send data signals directly to a secure remote l ocation at least 100 ft from the camera. Acquired data must be securely stored on the acquisition computer mounted in AATDs secure data acquisition trailer (no data storage in the imager, collocated camera controller or control head is allowable). I. The offeror shall provide 100 foot RS-422 data cable equipped with necessary imager interface connector and computer data acquisition converter/cable interface. 2) Proposed Delivery Schedule - 120 days or less from the date of award is required to support the urgent requirement. The item is to be delivered FOB Destination to AATD, 401 Lee Blvd., Fort Eustis VA 23604-5577. 3) Price. 4) Past Performance  Submit at least three relevant references. This acquisition is not set aside for small business concerns. Th e North American Industry Classification System Code (NAICS) is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. All prospective offerors must be actively registered in the Central Contractor Registration.
