Description
The Wiesbaden Contracting Center intends to competitively solicit and award on a fixed-price basis (SUBJECT TO AVAILABILITY OF FUNDS) the establishment, operation and demolition of a robust yet temporary Logistics Support Area (LSA) in Romania to sup port approximately 1600 personnel. The site preparation/build up should be performed in May-June timeframe with the exercise occurring in July. No government furnished equipment will be provided. In addition to the site development, the contractor will be responsible for complete tear down and clean up. This procurement will be accomplished in accordance with FAR 14.5, Two-Step Sealed Bidding Procedures. Offerors will be required to submit a technical proposal that will be evaluated in accordance with the Request for Proposals. No pricing will be required at this time. The government may make a single award or multiple awards. Based on the compelling need for the Government to have the facilities operable by the July timeframe the Government intends to conduct the acquisition in a streamlined fashion. The Government re serves the right to proceed to Step 2 of the 2 Step Sealed Bidding Process in accordance with FAR 14.503-1(f)(1) if there are acceptable proposals to ensure adequate price competition under step 2. Offerors are advised that the Step 2, Invitation for Bids (IFB) process is anticipated to be as short as one week. Therefore, all interested offerors should be prepare their offered prices for the IFB concurrently with Step 1 as limited time will be offered to submit pricing. The IFB is scheduled to be released on/about 25 Feb. 2005. This project will entail civil, mechanical, road improvement and electrical work. The project includes functional areas for the following services: billeting (tents or containers with lighting), laundry, logistical support, off-load and transport of mili tary equipment and containers, SIPR/NIPR installation, management and operations of the dining facility to include rations, showers, gym, internet caf? and satellite TV. One objective of this exercise will be to involve and utilize local vendors and labou r, interested parties should be able to demonstrate this intent in their proposals. The government intends to conduct a pre-proposal/site visit at the Babadag Training Area in Romania on or about the second week of March. This area is rural and has no infrastructure. Preparation work will be required for the establishment of the tempora ry base camp. A request form for information needed to gain access to the Babadag Training Area (BTA) in Romania is attached. Offerors interested in participating in the site visit must submit all vendor information to SSG Tondra R. Garcia no later than 28 Feb 2005 via email at: garcia-nunezt@rcc.wbn.usacce.army.mil. Offerors not meeting this deadline will bear sole responsibility to gain entry to the site.
