Description
This sources sought synopsis is a tool to perform market research for Headquarters Air Force Weather Agency?s (Offutt AFB, NE) requirement to provide continuous weather data to SW Asia and Indian Ocean rim via satellite communications service. The requirement is as follows: provide continuous weather data to SW Asia and Indian Ocean rim via satellite communications service. The performance period is 1 April 05 through 30 Sep 05 with the option to extend the contract for 6 months. The data throughput requirement is 10GB. The data communications service must provide a footprint similar to WorldSpace Communications Inc?s AfriStar satellite, east beam and AsiaStar satellite. The data communications service must be compatible with the current WorldSpace WSSR-11 receivers and software. The software license file agreement and maintenance includes 100 users. Service includes telephone support during the hours of 8 am-5 pm at no additional cost to the government. Service includes guarantee timeliness of repairs to the space segment of no more than 2 hours of continuous outage for each incident, Offutt AFB, NE. The government is considering small business set-aside award within North American Industry Classification System (NAICS) code 517410 (size standard - $12.5 million). This will be decided after market research is completed and a final acquisition strategy is determined. Foreign participation is excluded. Responses to this synopsis are requested to determine interest and capability to provide this requirement. Synopsis responses will be evaluated on the basis of technical capability. Potential offerors are asked to submit capabilities packages indicating overall technical capabilities. The capability package must be clear, concise, complete and submitted to the buying office and contracting officer listed no later than 12:00 pm CST on 24 Feb 2005. Your response must include, as a minimum, the following items: name and address of the firm; size standard ownership; company profile to include number of employees, annual revenue history; and DUNS number. Responses should reference solicitation FA4600-05-T-0020. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation and no solicitation package exists at this time. The Government will not pay for any materials provided to it in response to this synopsis and submittals will not be returned to the sender. Respondents will not be contacted regarding their submission or information gathered as a result of this notice nor the outcome of the Government's review of the solicited information.
