Description
The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation, under the procedures of FAR Part 15, is seeking contractors to provide technical support for the implementation of programs for stratospheric ozone protection. The procurement will be conducted under full and open competition. The North American Industry Classification System (NAICS) code for this procurement is 541620. The size standard is $6 million in average annual revenues. The Government envisions award of two or more indefinite-delivery/indefinite-quantity (ID/IQ) contracts as a result of the solicitation. The resultant contracts will be of a hybrid type, allowing for the issuance of firm-fixed-price and cost-plus-fixed-fee task orders depending on the Government's assessment of the nature of the specific services required and the level of risk inherent in performance. The Government anticipates contracts consisting of a one-year base period and four (4) one-year option periods for a maximum contract term of five (5) years. Based upon historical utilization levels, the Government estimates ordering approximately 14,000 hours of support annually. The solicitation, Statement of Work (SOW), amendments (if any) and other related information will be available via the Internet at: http://www.epa.gov/oamhpod1/admin_placement/0510651/index.html. The Government anticipates posting the draft SOW on or about February 22, 2005 and issuing the Request for Proposals (RFP) on or about March 7, 2005. Interested parties may submit the following information by March 4, 2005 to rodgers.jami@epa.gov for inclusion in the potential source list, which will be posted to the website for this requirement: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); and (3) Business classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc). It is the responsibility of interested parties to regularly monitor the website for updates to the solicitation. The Government will not provide hard copies of the solicitation. Interested parties are responsible for downloading the solicitation and any amendments from the Internet site. Should difficulties be encountered downloading the solicitation, contact the Contracting Officer to arrange alternative means to receive an electronic copy of the solicitation.
