Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 519120 with a small business size standard of $6.0 million. It is the intent of the National Library of Medicine to procure project documentation and support services for NLM international programs. Since 1997, NLM has been actively involved in telecommunications work in Africa and support and training for African medical librarians. The most prominent project has been the creation of MIMCom (the Multilateral Initiative on Malaria Research Communications Network) for the Multilateral Initiative on Malaria ? a project with a variety of documentation, design, training, operations, and outreach components. NLM's international outreach work requires specialized expertise, knowledge, and support to carry out the following project documentation and support services for NLM International Programs: (1) full project documentation, cataloging, indexing, (2) transcriptions of videotaped interviews with African scientists, gaining consent in use of transcripts, (3) preparation of manuscripts for publication, (4) web design and implementation, (5) slide show design and production, (6) administration and billing for all project activities, (7) strategic planning and support, (8) workshops, and (9) other special projects. The purchase order term will be for a one year period with options for three (3) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52 212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Request for Quotations (RFQ) Number NLM-05-057-VMW will be available in electronic format only. Paper copies will not be issued. THE RFP MAY BE DONWLOADED ON OR ABOUT FEBRUARY 18, 2005 FROM THE FEDBIZOPPS. All responsive sources may submit a proposal which will be considered by the NLM.
