Description
The Fleet & Industrial Supply Center, in support of Puget Sound Naval Shipyard (PSNS) is soliciting for a firm fixed price indefinite delivery indefinite quantity type contract for the supply of storage and disposal containers for radioactive waste. The containers shall be manufactured per drawings 2301-3289 Rev C and 2301-3291 Rev C. In addition, a signed certificate of completion is required at the time of delivery for all proof testing and non-destructive testing as specified on drawing 2301-3411 Rev B. Place of delivery is Puget Sound Naval Shipyard, Bremerton, WA. Delivery is required within 12 weeks after issuance of each delivery order. The contract will include a base period of performance from the date of award through one year thereafter, with the possibility of four one-year option periods. The commercial solicitation will be issued as a small business set-aside on or about 17 December 2004 with a closing date of 3 January 2005. When issued, the RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link www.neco.navy.mil. All offerors wishing to submit an offer are responsible for downloading their own copy of the RFQ from this website and to frequently monitor the site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. An email request to joshua.c.carter@navy.mil will be accepted in the event an offeror experiences problems downloading the RFQ from the NECO website. Please do not call with questions regarding the posting of the solicitation on NECO until after the posting date, 17 December 2004. No bidder list will be maintained by this office. No paper copies of the RFQ / amendments will be mailed. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time set for receipt of quotes may render your quote nonresponsive and result in rejection of the same. To be procured using commercial Simplified Acquisition Procedures in accordance with FAR Parts 12 & 13. Offers will be evaluated on the basis of best value to the Government, that is, selection of the contractor is to be based on other than the lowest priced, technically acceptable offer. Award will be made to the technically acceptable offer, which provides the best value to the Government, past performance and price considered. Electronic submission of proposals/quotes is not available at this time. NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (14-DEC-2004).
