Description
The 66th Contracting Squadron, PKA (Infrastructure Support), Hanscom Air Force Base, Massachusetts 01731, is requesting proposals to Replace the Water Distribution System at New Boston Air Force Station (NBAFS), New Hampshire. This solicitation is a Service-Disabled Veteran-Owned Small Business (SDVOSB) competitive set-aside, pursuant to 15 U.S.C. 657f as well as Section 308 of the Veterans Benefit Act of 2003, Procurement Program for Small Business Concerns Owned and Controlled by Service-Disabled Veterans, Public Law 108-183. Offers from other than Service-Disabled Veteran-Owned small business concerns will not be considered. The scope of this project consists of furnishing all supervision, services, labor, materials, tools, transportation, travel, equipment, and performance of all operations required to Replace the Water Distribution System on a controlled Military Installation in accordance with the drawings and specifications. The principle items of work include, but are not limited to, demolition of a 2,000-gallon hydropneumatic tank, compressed air system, wetwell hatches, trusses, walls, and miscellanceous piping; removal and relocation of an existing radon stripper and skid, sodium hypochlorite equipment and appurtenances; installation of a new 2,000-gallon hydropneumatic tank, compressed air system, water service line, telephone service line, electrical work, wetwell hatches, manhole cover and frame, structural frame, walls, magnetic flow meter, and piping; cleaning and disinfection of 110K and 60K gallon tanks; and incidental related work. The resulting contract will be firm-fixed-price. The magnitude of this project is between $250,000 and $500,000. The period of performance for this project will be 90 calendar days. The Request for Proposal (RFP), specifications, and drawings for this project will be exclusively on Internet address: http://www.herbb.hanscom.af.mil These items will not be mailed and telephone requests will not be honored. Applicable NAICS code for this acquisition is 237110 with a size standard of $28,500,000. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database in order to receive a solicitation or award. If you submit a proposal without being registered, it will be deemed nonresponsive and will not be eligible for award. Applications for CCR registration may be obtained or completed at the Internet address: http://www.ccr.gov/. Proposals may be mailed, sent via Federal Express, UPS, or hand-carried, etc., to: 66th Contracting Squadron, PKA (Infrastructure Support) , ATTN: Mrs. Colleen Jacquet, 20 Schilling Circle, Bldg. 1305, 3rd Floor, Hanscom AFB, MA 01731-2800. Telephonic or faxed proposals will not be accepted. The RFP will be released electronically on or about 24 November 2004. A site visit is tentatively scheduled for on or about 8 December 2004, at 10:00 a.m. The Government reserves the right to cancel this solicitation, either before or after receipt of proposals, with no obligation to the offeror by the Government.
