- Description
- This is modification #8 to the ISAT Broad Agency Announcement BAA 04-07 on September 2004. Notification of a change to the BAA evaluation. Reference BAA sections 2B, 6Cb.3.b, 7.B, and 7.D. A. The Phase 3b affordability evaluation criteria will include consideration of Phase 4 Planning Estimates. To facilitate this evaluation, each contractor is requested to submit a Phase 4 Planning Estimate containing the detail set forth in B below. The Government does not expect any other changes to the currently submitted proposals. B. The Phase 4 Planning Estimate shall be to a level 3 WBS line item detail. It shall include 1) WBS summary level of tasks and materials; 2) identification by WBS line item of: cost, allocated cost contingency, and rationale for contingency; 3) a fiscal year funding profile; 4) a one page detailed milestone chart/schedule, and 5) identification of all key assumptions and requested use of government furnished property and services. The Phase 4 Planning Estimate will be subject to a detailed review for cost reasonableness. C. Phase 4 period of performance shall remain unchanged with spacecraft ?ready to ship? to launch base date of 1 May 09, launch in early FY 2010 and supporting one year ?on orbit? test, evaluation, and experiment data extrapolation and final test report. D. The Phase 4 Planning Estimates shall be delivered to the AFRL Contracting Officer, Ms Geralyn Warner, (505) 846-6189, geralyn.warner@kirtland.af.mil by 12:00 Mountain Standard Time, 07 March 2005.
