- This is a Request For Quotation (RFQ) for a quantity of 70 of NSN 5180 00 629 9783 General Mechanic?s (Rail and Marine Diesel Engine). All offers are to be FOB destination. In addition to the normal clauses that apply to GSA stock orders, the following clauses apply; Bar Coding and 552.246-70, 552.225-70 Notice of Procurement Restriction ? Hand or Measuring Tools or Stainless Steel Flatware, D-FSS-475 Source Inspection, D-FSS-468 Non-Manufactured Wood Package Material to European Union (Nov 2001). The Government will make award to the responsible offeror whose offer, conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance, Delivery, and Price. Past Performance will be based on information obtained by GSA?s Administrative Contracting Office in Chicago IL. Any offeror within the competitive range and has not previously performed work with GSA, (therefore does not have a performance history with GSA), will be given the opportunity to provide references that will verify their ability to perform. Past Performance and Delivery when combined are significantly more important than price. Where proposals are determined to be essentially equal the award will be made to the contractor submitting the lowest price.
