Description
This synopsis, and applicable amendments, is posted to both the Federal Business Opportunities (FBO) page located at HTTP://www.eps.gov and the Navy Electronic Commerce On-Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Hard copies will not be provided. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. In accord with FAR 6.302-1, the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to solicit Tektronix, Inc located at 14200 SW Karl Braun Drive, Beaverton OR 97077-0001, on a sole source basis, for: (1) An initial delivery of Quantity 6, Tektronix model TDS3054B oscilloscope integrated by the manufacturer with model TDS3054B PV pulsed-radar analysis software and (2) Subsequent deliveries, contingent on orders placed during the Government fiscal years of 2006 and 2007, for optional quantities of up to 12 additional units of the Tektronix model TDS3054B with TDS3054B PV. Delivery FOB-Destination to NSWCDD, within 120 days of award or exercise of options for additional items. Standard commercial documentation/manuals and warranty shall convey. The oscilloscope with the simulation software has the following minimum salient characteristics. The required item provides an operator with visual feedback on frequencies and other pulse characteristics of pulsed RF (from the IF/video output from a radar receiver) with multiple waveform traces on a single screen; the required item weighs no more than eight pounds; and it has four separate time-based display traces that share a common single pulse trigger. The traces are (1) Time/div display for pulse width determination. Time/div selections: 0.1, 0.2, 0.5, 1.0, 2.0, and 5.0 us/div. (defaults to 2 us/div). (2) Frequency determination display. Peak Detect acquisition. Fixed Measurement Time: 500 us. (3) Frequency determination display. Peak Detect acquisition. Fixed Measurement Time: 5 ms. (4) Frequency determination display. Peak Detect acquisition. Fixed Measurement Time: 50 ms. The Government will consider statements, from all responsible sources, which evidence capability to provide the required items within the required delivery schedule, submitted via email to XDS13@nswc.navy.mil: please reference synopsis number N00178-05-Q-3024 when responding. Capability statements that do not evidence ability to demonstrate a currently-available product within 30 days of the appearance of this notice and subsequently deliver an oscilloscope, with the required minimum salient characteristics, within the required schedule will not be considered. Offerors must submit capability statements within 30 days of synopsis publication. Closing date is 15 March 2005 at 2:00 pm EST. Estimated award date is 10 April 2005.
