Description
Project Title: Houston-Galveston Navigation Channels, Texas, Barbours Cut and Spillman Island in Chambers and Harris Counties, Texas. Location: Atkinson Island in Galveston Bay, Construction of Cells M5, M6, and Spillman Island Repair. The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this sources sought synopsis is to determine interest and capability of potential qualified Certified 8(a), Small Disadvantage Business, Hubzone Small Business, Service Disabled Veteran-Owned Small Business, firms relative to the North Ameri can Industry Classification Code (NAICS) 237990. To make an appropriate acquisition for the above project, the Government, will use responses to this sources sought synopsis and possible future projects as determined to be in the best interest of the Gove rnment. The order of magnitude for this effort is estimated between $10,000,000.00 and $25,000,000.00 NOTE: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Project Information: The work consists of (Pipeline) (Shallow Draft) dredging approx 2,600,000.00 Cubic Yards (CY) of new work material for construction of levees rock placement in open water, and repair of and rock placement at inland levees. Contractor is required to dredge 450,000 CY per month. Completion time 150 calendar days. Responses must be received no later than 2:00 p.m. central standard time, on 01 March 2005. The following information is requested: 1. Name of firm w/address, phone, fax, e-mail address, and point of contact. 2. State if your company is an 8(a), Small Disadvantage Business, Hubzone Small Business, Service-Disabled Veteran-Owned Small Business. 3. State whether your firm can provide a Bid Bond (20% of total bid amount), Performance and Payment Bond (100% of the contract amount). 4. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for 8(a), Small Disadvantage Business, Hubzone Small Business, Service-Disabled Veteran-Owned Small Business. 5. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience and technical competence in: (a) Dredging experience in harbors and channels navigated by ocean-going vessels barges and a myriad of other watercraft, (b) Dredging experience with Shallow Draft projects. The evaluation will consider overall experience. Provide the name of the vessel to be used and size. Provide documentation for your firm on past similar efforts as a prime contractor. 6. Submission Requirements: Firms submitting responses shall present their information in a matrix format showing contracts they have performed. The matrix shall show the most recent five projects that prove you can meet each qualification criteria list ed above, with contract number, project location, description of work requirements, contact and phone number for each effort, etc. Firms should also indicate all applicable personnel and sub-contractors proposed to work on the contract. Proof of the Smal l Business Administration (SBA) registration 8(a) and Hubzone shall be provided with this response. Firms responding to this sources sought announcement who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announ cement.
