- NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Description of Work: The Construction of a Dining Facility (27,500 sf) and associated infrastructure. Supporting facilities include POV parking, concrete pavement, storm drainage, erosion control measures, infor mation systems, water, sewer, fire protection, sidewalks and landscaping. The project will be solicited and procured using a Past Performance, Price, Tradeoff (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. The contractor is requi red to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. The technical proposal will be evaluated utilizing the follo wing factors. Factor 1: Construction Past Performance, Factor 2: Corporate Relevant Specialized Experience, Factor 3: Construction Duration. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burde n of proof of acceptability rests with the offeror. Estimated Cost Range is from $5,000,000 to $10,000,000. Project will include options. Network Analysis System will be required. This solicitation will be issued in electronic format only and will also b e available on or about February 28, 2005 on the internet at https://ebs.sas.usace.army.mil/ This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656).
