Description
The Federal Bureau of Investigation, Engineering Contracts Unit, intends to make multiple awards for the provision of role players representing a judge and a prosecutor for ?Moot Court? (mock court where participants argue hypothetical cases) Training exercises for new FBI agent trainees. The North American Industrial Classification System (NAICS) code is 611710, with a small business size standard of $6 million. Two different contractors will be responsible for playing the role of a prosecutor and a judge for ?Moot Court? training exercises to be performed during new agent trainee classes at the FBI Training Academy, in Quantico, Virginia. The objective of the contracts is to afford realistic and professional Moot Court training experiences. One role player will be required to act in the capacity of a judge during an eight hour moot court exercise. They will rule on motions and question witnesses as necessary in addition to preparing the new agent trainees for real-life court room situations. A second role player will be required to play the role of a prosecutor. The prosecutor role player will also afford the new agent trainees realistic and professional Moot Court experiences assisting them during a four-hour preparation class, in addition to the eight-hour Moot Court Training Session. The prosecutor role player will be responsible for preparing and assisting the new agent trainees with comprehensive witness development by simulating real investigations as well as participating in other legal instruction that will prepare the students for ?real-life? court proceedings. Required training and education is conducive to having a legal background in both classroom and real court experiences. It is estimated that each new agent trainee class will consist of no more than 50 students. The contract shall consist of a base period from date of award through 12 months and will include four one-year option periods for renewal at the discretion of the Government. Yearly contract requirements will not exceed 26 sessions for each of the three requirements. The solicitation will be made available on or about March 4, 2005 and will be distributed solely through the General Services Administration?s Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about the acquisition. Hard copies of the solicitation will not be made available. The date for receipt of quotes is on/or about April 4, 2005. This solicitation is a total small business set-aside. All responsible small business concerns are encouraged to submit a quotation which may be considered. See Note #1.
