THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute intends to negotiate an award of a purchase order on a noncompetitive basis to Mona Ink Films Inc., 392 8th Street, Brooklyn, New York, 11215, in collaboration with Point7 West, Inc., 45-260 Club Dr., Indian Wells, California 92210, to produce, write, research, scout a location shoot, edit and narrate a 5 to 6 minute recruitment film titled ?NIAID Come With Us? for the National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIAID). The film production is expected to be completed not later than March 31, 2005. The purpose of the film is to recruit new staff and to support NIAID?s newest concerns and initiatives. Through competitive procedures Mona Ink Films and Point7 West was selected for the award to produce the initial ?NIAID Come With Us? film in 2001. This film is to be an update of the initial film and is to be produced similar in style, tone, and pacing to the 2001 ?NIAID, Come With Us? film. The sole source award is contemplated to Mona Ink Films in order to maintain the style, tone, and pacing of the ?NIAID Come With Us? film produced in 2001. An award to any other source for this companion film would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. It is to the governments? best interest not to change the Contractor at this time so that the integrity of the project will not be delayed. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition Requirements, is not applicable simplified acquisition. The North American Industry Classification System (NAICS) applicable to this requirement is 512110, and Size Standard is $25.0M. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements, and submit a statement of interest which includes; estimated cost/price, at least three (3) references documenting similar past performance experience, and a proposed delivery date. The submission will be evaluated on the Offeror?s price, successful past performance experience on similar projects, and the delivery date. The interested parties? statement of interest is due on February 18, 2005 by 4:30 P.M. The submission must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNs), the Taxpayer Identification Number (TIN) and the Offerors business size. The Offeror must also register in the Government?s Contractor Registry System. Note: www.ccr.gov. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2005-059/DDC, may be submitted by mail to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter. All responsible sources may submit information, which if timely received, shall be considered by the agency.
