Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute intends to negotiate an award of a purchase order on a noncompetitive basis to The Mayo Clinic, 200 First Street, S.W., Rochester, Minnesota, 55905, to continue its participation in the multi-center study along with the William Beaumont Hospital, Royal Oak, Michigan, which studies the genomics and proteomics of restenosis in patients undergoing cardiac stenting. STATEMENT OF WORK: The Mayo Clinic will independently provide the required technical support staff needed at the site to interview candidates for inclusion and/or exclusion, enrollment of approximately 500 patients, the collection and processing of blood samples, and patient following up for approximately one year. Specifically, the Contractor will: 1) Identify patients who meet the required criteria for the ongoing NHLBI research project; 2) Enroll patients and maintain patient information in a database; 3) Collect, process, and administer blood samples as needed for the geonomics and proteonimcs analysis being conducted at the NHLBI. The Government will provide on-site laboratory space, all necessary reagents, supplies, laboratory equipment, and computer facilities. The period of performance is approximately one year beginning March 1, 2005 through February 28, 2006. The sole source award is based upon the fact that this is a continuing multi-center study collaboration, and an competitive solicitation would not result in any substantial benefit to the Government. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of Federal Acquisition Regulations (FAR) Part 6, Competition Requirements. The North American Industry Classification System (NAICS) applicable to this requirement is 5419990, and Size Standard is $6.0 M. This is a notice of intent not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be used for informational purposes only.
