- The National Heart, Lung, and Blood Institute intends to negotiate on a non competitive basis with the Oxford Optronix Ltd., 19-21 Central 127 Milton Park, Oxford OX14 4SA United Kingdom, to purchase the brand name or equal Oxylite Model 2000E & Oxyflo Model 2000, 2 Channel Oxygen System for use in the research of the National Heart, Lung, and Blood Institute to measure the parameters of the metabolic rate, tissue and blood vessel oxygen concentrations in laboratory rabbit kidneys. The sole source award to Oxford Optronix is based upon the systems? compatibility with existing government-owned equipment used in the laboratory. The North American Industry Classification System (NAICS) code is 334516, and Size Standard is 500 employees for this requirement. This is not a small business set-aside. This acquisition is being conducted under simplified acquisition procedures. It is noted that FAR Part 6, Competition Requirements, is not applicable to simplified acquisitions. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the requirement, and submit a statement of interest which includes; and itemized price, complete product specifications, and a proposed delivery date. The interested parties statement of interest is due on February 28, 2005, 4:30 p.m. The statement must also include any prompt payment discount terms, the Dun and Bradstreet number (DUNs), the Taxpayer Identification Number (TIN) and the Offeror?s business size. The Offeror must also register in the Governments Contractor Registry System, note: www.ccr.gov. To obtain a DUNs number call 800-333-0505. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the Government. Information received will normally be considered solely for the purpose of determining whether to conduct any future competitive procurement.
