Description
THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP) DOCUMENT. THE RFP/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Coast Guard Aircraft Repair and Supply Center (ARSC) intends to acquire a new airborne surface search radar system for one or more of the USCG C-130H aircraft. It is anticipated that a DRAFT RFP will be issued by this agency on or about 15 March 2005. This is an estimated date of release ONLY. This acquisition will be for COTS type hardware and will contain a requirement for a logistics support plan (LSP). Further details of this acquisition will be contained in the DRAFT RFP. The Statement of Work will be available as part of the Request for Proposal. The DRAFT RFP document, HSCG38-05-R-H00002, will be available for downloading from FedBizOps at www.eps.gov, or can be obtained by E-mailing a written request to ndeberry@arsc.uscg.mil (e-mail address). Prospective contractors shall be able to download, print, and e-mail the Draft RFP from the FedBizOps website on or about 15 March 2005. The Draft RFP will detail dates and times for detailed written questions and comments to be submitted to the USCG, as well as details on how the USCG will issue answers to all interested. Details of a PRE-SOLICATION conference will also be provided in the DRAFT RFP. Please note: any requests for additional details prior to the release of the DRAFT RFP will be disregarded. After completion of the DRAFT RFP process, the FINAL RFP/solicitation will be available for download at the FedBizOps site. It is anticipated that the final RFP, which will incorporate any changes made as a result of the question and answer period and the pre-solicitation conference, will be issued on or about 30 April 2005. The actual closing date of the FINAL RFP will be issued at that time along with the anticipated award date. This date is approximate and not exact. Contractors are encouraged to register and use FedBizOps. The North American Industry Classification Standard (NAICS) is 334511 and the size standard is 750 employees to classify as a small business. This will be an unrestricted procurement. All responsible sources will be able to submit an offer, which shall be considered by the agency. Sources must have valid Cage Codes and DUNs Numbers or have the ability to obtain one, also be registered in CCR (Central Contractors Registration). This announcement satisfies the requirements at FAR 5.203 (H).
