Description

The Department of Homeland Security intends to issue a sole-source Firm Fixed Price contract to provide upgrades, training, licenses, and support for Prism eSolutions software, previously provided under another contract. The additional licenses will allow the system software to be provided to sufficient users to allow full and effective utilization of system functionalities. The support will allow the Plum Island Animal Disease Center (PIADC), Plum Island, NY to fully utilize the PRISM eSolutions software system. PRISM eSolutions is the only company that can provide the additional licenses for their proprietary software and the upgrades and required support for a smooth transition. No other firm can provide these services and meet the Government?s timeline for completion of the power generation facility without causing considerable delay. Any cost savings that could be potentially gained by using a different contractor would be lost in the expense of the learning curve causing further detriment to the mission. As the designer of PRISM eSolutions software, PRISM eSolutions, under the authority of 41 U.S.C. 253(c)(1) is considered the only responsible source and no other service will satisfy the agency?s requirements.
