Description
The U.S. Department of Commerce, National Ocean Service, Beaufort Laboratory, Beaufort, NC, intends to the services of a contractor to perform and assist in laboratory research on spawning and rearing of fishes and mollusks. The contractor shall manage and maintain fish rearing facilities and running seawater systems. The contractor shall designs new replacement facilities; operate, maintain and, where appropriate, repair a broad variety of equipment, such as pumps, tanks, filters, temperature monitors and control equipment; maintain records of experiments, observations, measurements, and results, including data preservation and preparation of tables and illustrative figures. This work requires knowledge of advanced computer software for data management and statistical analyses, including graphic software. The contractor may be required to participate in the collection of live organism in the field. The contractor will assume significant responsibility in planning work schedule and managing workload and may be required to participate in writing reports or proposals. The contractor will be required to work in the field, including the lifting of heavy loads. Experience at sea aboard research vessels is required. Direct, hands on experience in seawater system operation, aquaculture operations, and the aquaculture industry is also required. The contractor shall possess an advanced degree, beyond the baccalaureate, in biology. Any business capable of providing this service is encouraged to respond to this announcement within 15 calendar days after publication of this notice. This is a small business set-aside. The NAICS code for this action is 541710. The applicable size standard is not more than 500 employees. This service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures. The Central Administrative Support Center (CASC), Acquisition Management Division (AMD), requires that all contractors doing business with the Acquisition Office after October 1, 2003 must be registered in the Central Contractor Registration (CCR) data base. After this date, NO award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Data Universal Numbering System (DUNS) identifier. A DUNS number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors to submit their Representations and Certifications through the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. To register in the BPN, contractors must go on-line at www.bpn.gov. Award will not be made to any contractor that is not registered in CCR and BPN. A copy of the Request for Quotation (RFQ) will be issued on or about February 24, 2005.
