Description
Electromagnetic Propagation Analysis Support (EMPAS) Notice to Interested Parties. This synopsis is a Sources Sought Notice ONLY. This is NOT a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any information provided by industry to the Government as a result of this sources sought notice is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government. The information obtained from industry?s response to this notice may be used in the development of an acquisition strategy and future RFP. All information will be available for public viewing on FedBizOpps at http://www.eps.gov. It is the responsibility of interested parties to monitor and review this site frequently for any updates, changes, or amendments to this notice. Overview: The purpose of this notice is to identify sources who have the skills, knowledge and technical expertise required to support this effort. This Research and Development (R&D) support will encompass the ability to provide technical expertise, labor and quality control support services for the Advanced Technology Applications Directorate (TA) of the Air Force Technical Applications Center (AFTAC), Patrick AFB, FL. This requirement will provide research and development data analysis of electromagnetic data, previously acquired from another contract. The contractor must possess the specific knowledge of manipulating and understanding electromagnetic data to develop the required models. These models are to be used as a quality control measure against previously established models. Additionally, the contractor will maintain an advisory role for test plan development and review on previous and future electromagnetic data collection tests. Reports, developed by the contractor, shall be formal technical reports required in both hard copy and electronic format. The data analysis software used by the contractor will require coordination approval by the Government. Contractor Requirements: The contractor shall provide all personnel, supervision, and other services necessary to perform the work specified above. Contractor personnel will require DOD security clearances at least at the SECRET level. Storage and facility clearances of at least the SECRET level are required. Respondents to this notice must indicate whether they qualify as a small business under NAICS Code 541690 with a size standard of $6M. This sources sought synopsis is an invitation for all qualified sources that contemplate submitting a proposal under a future RFP for this requirement to identify themselves. Sources should submit a brief capabilities statement in response to this notice. Responses must be limited to no more than 10 pages and should address the following specific areas: 1. The clearance level of personnel working on the proposed contract. 2. The capabilities of key personnel relating to the requirements outlined above. Include any related training, experience, and certification to the described requirements. Resumes may be included but shall be counted as part of the above page limit. 3. Specific recent and relevant work completed or currently being performed related to the requirements outlined above to include description of the work, magnitude, and points of contact. 4. Business size/status. The contract type is to be determined with a base year and subsequent option years. Responses may be mailed to 45CONS/LGCCA, Attn: Pat Colbary, 1030 S.
