Description
The purpose of this amendment is to: 1. Extend the deadline for offers to February 11 at 2:00 p.m. (EST) 2. Responses to the following questions:Question 1 -- What did you mean with the "protection plate underneath the motor"? Is this in reference to an armor plate, or something else?Answer 1 -- Metal sheet to protect the undercarriage (motor, oil pan etc) from being damaged when traveling on rough terrain/roads.Question 2 -- Could I please ask how long our offer must be valid for from the closing date of the 10th February. This is particularly important if we are to quote in US Dollars because we would be exposed to exchange rate fluctuations (USD/JPY) from the 10th Feb until the day an order is confirmed. The shorter the validity, the easier it will be for us cover the exchange risk.Answer 2 – The offer is to be valid for 30 days from the closing date of the solicitation.Question 3 -- A second issue which will have a bearing on the price is whether or not the end user of the vehicle will enjoy exemption from all taxes and import duties. Answer 3 -- The agreement between ADF and the government of the Republic of Zambia the vehicle will be exempt from VAT and customs duty. Therefore the quote should be less VAT and customs. The Government will obtain the necessary documentation to clear the vehicle. Offerors shall submit their proposals in English by e-mail to ntprocurement@bpd.treas.gov. Proposals must be in US dollars. Proposals are due by February 10, 2005, by 2:00 p.m. EST. Your proposal must include all shipping and preparation costs. Your proposal must also include the date the vehicle will be ready for delivery. Only proposals meeting or equal to the Landcruiser specifications and optional items listed herein, will be considered by the Government. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offers. The following clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.203-6, Restrictions on Subcontractor Sales to the Government; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.225-13, Restriction on Certain Foreign Purchases; 52.225-15, Sanctioned European Union Country End Products; and 52-232-34, Payment by Electronic Funds Transfer-Other Than Central Contractor Registration; and 52.212-3 Offeror Representations and Certifications, Commercial Items. The Offeror assumes the full responsibility for ensuring that offers are received at the place as delineated herein and by the date and time in item 6. All offers must be closed and sealed and must be fully identified on the sealed envelope if delivered via third party carrier or hand delivered. The offeror assumes full responsibility for ensuring electronic proposals are formatted in accordance with BPD Security Requirements. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: bat, cmd, com, exe, pif, rar, scr, vbs, hta, cpl, and zip files. Microsoft Office compatible documents are acceptable. If the Offeror determines other formats are necessary, it is the Offeror’s responsibility to verify with BPD that formats are acceptable. Proposal materials with unacceptable or unreadable formats may be found non responsive. When proposals are hand-carried or sent by courier service, the address for offers is the Bureau of the Public Debt, Administrative Resource Center, Division of Procurement: United Bank Building, 4th Floor, 501 Avery Street; Parkersburg, WV 26101. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading.
