Description
In accordance with OMB Circular A-76, the United States Department of Labor, Mine Safety and Health Administration (MSHA) plans to conduct a Streamlined Competition for Health Services functions located in Beckley, WV and Washington, DC. This activity is currently being performed by 3 government employees. A summary of the job functions performed by the Health Service providers include: The following 2 positions are located at the National Mine Health and Safety Academy in Beckley, WV Industrial Hygienist • Conducts expert-level instruction in Industrial Hygiene with a particular emphasis on mining. This includes graduate level courses in highly complex technical areas in the field of mine health and safety. • Develops broad and complex courses, publications, and other written materials in mine health and industrial hygiene for Federal and state compliance personnel, personnel from other Federal agencies, industry and labor groups. • Provides expert level technical expertise to Academy personnel, others in the Agency and in industry • Participates in the drafting and review of proposed or draft rules and regulatory developments Toxicologist • Responsible for the full scope of research and/or studies involving toxins, other health hazards and diseases found in the mining environment. • Develops courses, publications, and other written materials in toxicology for Federal and state compliance personnel, personnel from other Federal agencies, industry and labor groups. • Instructs MSHA personnel and others in the mining community in toxicology, hazard communication and other related areas. • Provides technical expertise to top-level officials of MSHA, DOL, Federal, State and local governments, labor unions and the mining industry in the areas of epidemiology and toxicology. • Conducts or participates in field investigations involving occupational health hazards and makes recommendations on appropriate solutions. • Participates as the toxicological and epidemiological expert in the drafting and review of proposed or draft rules and regulatory developments The following position is located at the DOL National Headquarters in the Office of Youth Services, Office of Job Corps, Division of National Program Development. Nurse Consultant • Provides consultative and advisory services, for all facets of the Job Corps Health Program • Administers and coordinates the program activities of all regional nurse consultants • Monitors and oversees the day-to-day operations of Health Support contractors • Develops, promotes and maintains the guidelines and procedures for Job Corps center nurses on health care of outpatient and inpatient enrollees at Job Corps facilities • Provides Technical Assistance in the operation of the health occupations training program of the Job Corps The Contracting Officer for this action is Darrell A. Cooper, the Competitive Sourcing Official is Wayne Thomas, and the Agency Tender Official is Janet Bertinuson. The projected end date of the competition is May 2, 2005. This announcement is not a solicitation and no proposals are requested at this time.
