Description
NASA/GSFC has a requirement for Metrics Data Program (MDP) to collect data to support software assurance research. The contractor, in support of the IV&V Code Level Metrics for the NASA IV&V Facility, shall continue performing four tasks that were under the initial MDP development effort, along with three additional tasks. NASA IV&V is maintaining the four original tasks that have been performed by Galaxy Global for the previous 3 years. Performance of these four tasks requires the use of Galaxy Global proprietary scripts and software. The four original tasks that were performed under the initial effort and will be continued through this effort are as follows: The generation of software metrics The collection and storage of software metrics The delivery of software metrics to NASA Projects and the research community The error data enhancement program The continuation of the four original tasks serves to improve the statistical viability of the repository, to improve the quality of the software artifact data, and to continue to support the special data needs of the research community. The purpose of this is to improve the statistical viability of the project. There are three additional tasks that require the use of Galaxy Global Corporation?s proprietary scripts and software. This includes expanding MDP error prediction capability by acquiring and integrating machine learning into the current Galaxy Global Corporation?s application. The integration requires the knowledge of Galaxy Global Corporation?s scripts and software. The three additional tasks are as follows: Acquire and integrate a Program Management / Machine Learning Tool capability for Intra-Center Repository (Glenn Research Center) Maintain Intra-Center Centralized Repository Database for Glenn Research Center Develop maintenance utility software and documentation that will enable the future maintenance of the MDP data repository. The maintenance software and documentation shall be constructed to allow individuals that are not thoroughly familiar with the system to perform maintenance and upgrades. NASA/GSFC intends to purchase the items from Galaxy Global Corporation 10 U.S.C. 2304(c) 1, only One Responsible Source. Galaxy Global's proprietary knowledge and computer software, built with their own funds, forms the backbone of the MDP system. Galaxy Global has demonstrated their ability to perform this effort based on their prior 6 years of experience supporting NASA projects in developing meaningful metrics to prioritize the approach for code level inspection and analysis. The scripting and supporting computer software developed by Galaxy Global Corporation to accomplish these tasks is proprietary to Galaxy Global Corporation. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Oral communications are not acceptable in response to this notice.
