Description
This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This requirement is for a Collections Move required by the National Audio Visual Conservation Center (NAVCC) being built at Culpeper, Virginia for the Library of Congress. The Motion Picture, Broadcasting, and Recorded Sound Division of the Library of Congress has a need to relocate all of its current collections to the new NAVCC located in Culpeper, Virginia. The collections are currently stored at the Library of Congress complex on Capitol Hill as well as a number of satellite storage facilities including Dayton, Ohio, Landover, Maryland, Boyers, PA (NUS), Jessup, MD., and Elkwood, VA. These collections of motion picture, video and recorded sound material are considered NATIONAL HERITAGE COLLECTIONS and should be considered valuable and irreplaceable. This solicitation contains Deliverables as follows: CLIN 000101. Relocate all Moving Image Collections as defined herein and within the 66 page attachment titled Moving Image Collection Listed by Location. CLIN 000102. Relocate all Recorded Sound Collections as defined herein and within the 69 page attachment titled Recorded Sound Collections Listed by Location. CLIN 000103. Relocate the Nitrate Film Collection from Dayton, Ohio to NAVCC. Estimated quantity is 120,203 each 1,000 foot reels in cans, and 12,186 each 2,000 foot reels in cans. Estimated weight is just under 5 pounds per 1,000 foot can and just under 10 pounds per 2,000 foot can. CLIN000104. Provide a per hour price for the use of a truck similar to the tractor trailer type that will be used for the base contract, complete with driver. CLIN000105. Provide an hourly price for laborers who will be used to perform tasks as defined within the Statement of Work.. CLIN000106. Provide a deduct to be applied to CLIN000102 above that deletes the requirement to address the deteriorated condition of the 10inch, 12inch and 16inch Lacquer Discs identified on pages 37 and 43 of the Recorded Sound attachment. If this deduct is accepted, a vendor separate from this contract will attend to the advanced deterioration. Do not deduct routine handling and movement of these collections as otherwise defined within the above mentioned pages and within this solicitation. Prior to the submission of proposals there will be a Pre-Proposal Conference held in the following location: The Library of Congress, the James Madison Memorial Building, Room LMG45, Washington, DC 220540. The date and time is February 25, 2005 from 9:00 AM to 11:00 AM EST. In addition to the Pre-Proposal Conference the contractor is encouraged to attend pre-proposal site tours which will be arranged for the Culpeper, VA., Elkwood, VA, Dayton, Ohio, Landover, MD., Jessup, MD and Capitol Hill Facilities. Contractors should be prepared to provide their own transportation to attend site tours at the following locations immediately after the pre-proposal conference at the following locations: The Capitol Hill Facilities and at Landover, Maryland. A tour of the Boyers, PA facility will not be conducted, however the contractor will be familiarized with that facility via pictures and descriptions. The visits are being arranged to allow each contractor to familiarize themselves with all existing conditions, pathways, and requirements that may affect price. Each contractor will take full responsibility for any issue that arises as a result of their failure to attend any and all of the tours. The Library will coordinate the date and time of each site visit, and advise all potential offerors. Evaluation will be based on the best value to the Government. Technical proposals will be evaluated in descending order of importance shown in the statement of work. The technical factors are significantly more important than cost or price. All evaluation factors other than cost or price when combined are significantly more important than cost or price. However, cost reasonableness will be a determinant in the best value process. The Library of Congress reserves the right to reject any or all proposals received and/or request clarification or modification or proposals. In addition, the Library reserves the right to award a contract without discussion. Work shall be performed in two basic phases. Phase One shall include the movement of all non-nitrate collections. Phase Two will include the movement of all Nitrate collections. Phase One and Phase shall be priced independently, and may not overlap in performance. The period of performance: Phase One Work - May through November, 2005. Phase Two Work - February - April, 2006. Technical and cost proposals must be submitted in two physically separate volumes: Volume I Technical Proposal. Volume II Cost. An original and five (5) copies of each of these volumes should be submitted separately. No costs shall be included in technical proposals. Proposals may be hand-carried or Federal Expressed to The John Adams Building, Contracts and Grants Management, Room LA325, Attention: Lula M. Thornton, Contract Specialist, 101 Independence Ave, South East, Washington, DC 20540-9411. The statement of work, and other technical documents will be made available upon request via e-mail at luth@loc.gov. The e-mail request should contain the following information: The company name, point of contact and phone number, fax number, the physical address (no post office boxes) and the Request for Proposal number which is LC05R0038.
