Description

Operational Contracting, US Air Force Academy intends to award a sole source contract utilizing simplified acquisition procedures to Josephson Institute of Ethics, a non-profit corporate entity, for a spiritual climate review. The requirement is to assist the Chaplain Service of the USAFA Cadet Chapel in conducting a review of broad-based spiritual and formational matters-of-conscience programs/curricula at the Air Force Academy. The contractor shall be familiar with military requirements, cross-military requirements, and the Officer Development System and must be an expert in ethics, broad-based spirituality, formational matters-of-conscience, and character education/development. Material from all USAFA programs/curricula (including the USAFA Cadet and 10th Air Base Wing Community Center Chapels, 34th TRW, Dean of Faculty, and USAFA Preparatory School) dealing with broad-based spiritual and formational matters-of-conscience will be reviewed by the contractor. The contractor must understand the culture and climate of the Air Force Academy, U.S. Military Academy, and Naval Academy. This is a sole source acquisition approved in accordance with FAR 6.302-1. Josephson Institute of Ethics is the only source capable of fulfilling the Government's requirement. No other type of supply or service will satisfy agency requirements. This Notice of Intent is NOT a request for competitive proposals. However, interested companies who feel they meet the requirements identified must submit a detailed capability package by the date and time identified herein for consideration. If no response is received by 11 February 2005, 12:00PM Noon, MDT, to the effect that comparable supplies and/or services are available that would be more advantageous to the Government than obtaining supplies and/or services through a sole source procurement with Josephson Institute of Ethics, a sole source award will be made.
