Description
This is a SOURCES SOUGHT SYNOPSIS. The North American Industry Classification System (NAICS) code is 541720 THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought is in support of market research being conducted by the National Highway Transportation Safety Administration (NHTSA) to identify capable potential sources interested in providing services for the "Heed the Speed Study". NHTSA estimates that one in three traffic related fatalities are associated with speeding. The purpose of this study is to determine the crash safety benefits for pedestrians when education and enforcement are employed alone and in the presence of engineering (roadway) changes. A recently published survey regarding speeding indicated that drivers believe speeding is more dangerous on residential streets as compared to other roadways. Preliminary findings from a recently completed pilot study implemented in Peoria, IL, and Phoenix, AZ; found that education when combined with enforcement reduced speeding in local neighborhoods and in addition, enhanced the effects of traffic calmed streets. However, the limited nature of this study did not permit an examination of the program effects on pedestrian safety. NHTSA is seeking sources to provide services for the NHTSA Heed the Speed Study. During this 36-month demonstration, the contractor shall develop site selection criteria (including speed related crashes), identify promising cities. Coordinate with public and private officials. Identify streets/ sites within one or more neighborhoods and make final selection recommendations. Prepare for and implement field test in one city, conduct data analysis, prepare final technical report and disseminate document. The estimated period of performance for this acquisition will be thirty-six (36) months after the effective date of the contract. The Government will use the information gathered from this Sources Sought to determine competition reservations and to develop the bidders list. The Government is seeking small businesses, if no eligible small businesses are found the Government intends to award this contract on a full and open basis. Corporate Capabilities Needed for the Heed the Speed Pedestrian Demonstration and Evaluation Safety Program: This project will require a contractor with the following experience and expertise: Proven and demonstrated ability to plan for, implement and evaluate a comprehensive demonstration and (crash) evaluation study in the area of pedestrian safety; Knowledge of NHTSA?s and FHWA?s pedestrian safety research; Knowledge of NHTSA?s and FHWA?s research on speeding and traffic safety; Knowledge of NHTSA?s law enforcement research on traffic safety; Credentialed staff having an educational background combining human factors research, with traffic enforcement experience and engineering expertise; Proven and demonstrated success in obtaining cooperation from city officials and in conducting field research at the city level; Proven and demonstrated capability in designing, implementing and evaluating a traffic safety program using statistical techniques to analyze the resultant data; Proven and demonstrated success in preparing technical reports for both a general and technical audience; and, Available resumes indicating expertise in the above areas. This project will not be simple to undertake. It will be especially difficult for any contractor to obtain a sufficient sample size of pedestrian crashes both before and after the pedestrian safety program is initiated and relate these crashes to changes in specific neighborhoods. Few if any contractors possess both engineering and human factors capabilities and have worked seamlessly together.
