Description
This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Sections 3.2.1.3.12 and 3.2.2.4. The purpose of this announcement is to inform industry of the basis for the decision to contract, in an amount greater than $100,000 via single source contract procedures. The FAA intends to award a contract to Progressive Systems Engineering, Inc. (PSEI) of Encino, CA consisting of a one year base period and two one-year option periods for engineering consultations services and specialized testing support for the Voice Switching and Control Systems (VSCS) Program, ATO-W / AND320 and the Atlantic City Communications, Engineering and Support Office, ATO-W / AOS-520. The VSCS is a computer controlled switching system that provides air traffic controllers with the means to establish all voice circuits necessary for Air Traffic Control operations. PSEI, as the sole owner of a unique software tool and will provide the use of this tool as well as critically unique expertise in various areas of the VSCS program. The proposed contract addresses the following requirements of the VSCS program: 1) Continued use of the unique PSEI software tool that performs analysis of data recorded in VSCS traffic data logs and provides detailed ground-to-ground trunk utilization statistics for Air Route Traffic Control Centers (ARTCC). This tool supports the FAA in evaluating and analyzing the VSCS ground-to-ground digital trunk activities. Continued effort is required by PSEI to forecast the usage of the legacy trunks at ARTCCs. 2) Continued support of the ongoing VSCS performance testing for the upgrade and replacement of the contractor Traffic Simulation Unit (TSU) without any interruption or delay. PSEI has specialized engineering expertise required by the FAA in using the TSU to verify that critical VSCS performance requirements have been sustained in the VSCS Control Subsystem Upgrade. The TSU is a unique hardware and software suite designed specifically to test complex performance parameters of the VSCS system. 3) Continued support for the maintenance of the TSU The total VSCS requirements are under review. End of life and obsolescence issues dominate program planning. A program analysis will be performed addressing the requirements presently satisfied by the VSCS program as a whole. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate that information accordingly.
