INTRODUCTION This is a request for information (RFI) for planning purposes in accordance with the Federal Acquisition Regulation(FAR)clause 52.215-3 (October 1997). The purpose of this request is to solicit an expression of interest and potential capability for serial subscription services. These services include providing support for the ordering of subscriptions for the life of the Contract. The Contractor shall be responsible for delivery of all subscriptions to the correct locations within Publishers agreed-to-time frames in accordance with commercial practices. The Contractor shall provide administrative services for each subscription placed until three (3) months after its expiration, or receipt of the last issue received by the library(ies); whichever is later. II. BACKGROUND The National Oceanic and Atmospheric Administration (NOAA), a Bureau operating within the Department of Commerce, is interested in identifying vendors capable of providing Support for the ordering of subscriptions for the life of the Contract. The serial subscription services include scientific journals and other periodicals in print, CD-ROM, and electronic format in support of approximately 28 Libraries Nationwide and potentially others for approximately 1,600 different titles (journals) to be acquired from Foreign and Domestic Sources. The Contract period shall be for a base year, and four (4) one-year option periods. The current Contract Value for this service is $9 million. III. INFORMATION REQUESTED BY THE GOVERNMENT Interested firms with capability in providing library subscription services should provide a written capability statement. All responses should be submitted to Annita L. Wimbish, via e-mail (Annita.L.Wimbish@noaa.gov), with a minimal number of attachments, preferably no more than two. If submitted in paper form, send to 1315 East West Highway,OFA64, 10th floor, Silver Spring, Maryland 20910,to my attention. The Vendor?s cover letter should be no longer than two pages, which include a description of the firm, type of business, central contractor registration status, location, current size, and socio economic status, GSA Number, if any, tax identification number, and points of contact (Names, Phone, fax, and e-mail address) IV: HOW THE GOVERNMENT WILL USE THE INFORMATION NOAA will use the data provided or a combination or data for future planning purposes. NOAA shall treat each response as proprietary, in accordance with page markings a responder may apply to its documents. V. CONTRACTOR SUPPORT TO NOAA Responders are advised that the Government may utilize the services of non-governmental personnel. Any such non-Government personnel will execute a Non-Disclosure certification prior to participating in the reviews. By submission of a response to this RFI, the responder gives its written permission for review of its response by non-Government personnel.
