Description
The NATO Supreme Allied Commander Transformation (SACT) has released a notification of intent to issue an Invitation for International Bidding (IFIB) concerning its plan to hire a contractor(s) for supporting a water generation and distribution experiment. The purpose of this experiment is to explore and test new concepts and existing technologies to obtain water from alternative sources such as fielded equipment, exhausts or air. The deliverable is a study and an assessment of technologies and solutions and a technology demonstrator, which could validate the feasibility of technology to generate/produce, purify and distribute (bottling/packaging) water on site without drilling. The focus of this experiment is on generation of water and distribution in a field environment. This program will be funded by the NATO Military Budget Committee for an estimated $300,000 (1 year base period + 1 year options). Contract selection will follow established International Competitive Bidding (NCB) procedures. Partial Bidding is not authorized. Eligibility includes companies which have performed similar contracts within the last five years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and possess at least a valid NATO SECRET level security clearance, have at least one bachelor-level degree from a recognized degree-granting institution, and have as a minimum of four years experience in a related field. ALL FIRMS INTERESTED IN PARTICIPATING IN THIS PROCUREMENT MUST BE CERTIFIED AND NOMINATED BY THEIR NATIONAL DELEGATIONS WITH THE REQUIRED DECLARATION OF ELIGIBILITY. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS MAY NOT BE CONSIDERED. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is HQ SACT, BUDFIN, Purchasing and Contracting Branch. It is anticipated that the Invitation for International Bidding (IFIB) will be issued on 1 March 2005 with the bid closing date for certified firms on 12 April 2005 (planned). HQ SACT will also directly mail this IFIB to all potential bidders that have been properly certified and nominated to the bidder list. The deadline to be certified and nominated to the bidder list is 28 February 2005. However, ONLY firms the U.S. Department of Commerce has deemed eligible and has nominated to the bidder list by the 28 February 2005 deadline will be allowed to bid.
