- REQUEST FOR INFORMATION The Department of Homeland Security, Immigration and Customs Enforcement is seeking information from industry with respect to currently available, as well as future, Emergency Communications Systems. The Emergency Communication system must be able to transmit messages to wireless devices (such as cell phones, PDA?s, pagers, etc). Additionally, the proposed system must also be able to transmit messages to traditional forms of communications such as, but not limited to, desktop computers, landline phones, and laptops. System requirements are as follows: 1. Guaranteed delivery in specific period of time (immediate). 2. Receipt of Delivery 3. Receipt of Read 4. Notify a minimum of 10,000 addresses (cell, SMS, Text, E-mail etc?) in one message 5. Handle multiple messages within short periods of time. 6. Ensure messages are received in the order they were sent. 7. Send messages at least 240 characters. 8. Ability to have preset groups. 9. Ability to customize groups. 10. Ability to customize a message on the spot. 11. Send message multiple times until confirmation of receipt is delivered or read. 12. Domestic and international messaging capabilities 13. System redundancy in case of catastrophic event. 14. Internet/Intranet capabilities accessibility 15. Capability of sending messages 24/7/365 16. Ability to send to multiple means of communication 17. Ability to send using multiple carriers (Cross Network). 18. Ability to create a dynamic group according where individuals are located real-time. 19. Incorporate voice messages with the text messages that are being sent out. 20. Customize the length of time that the system will sent out. 21. Transmitted in a secure environment ? FIPS 140.2 Industry representatives wishing to reply to this RFI should submit capability statements by the time and date established below. Capability statements should clearly delineate all features available on a given messaging system. If the messaging system is not currently available on the public market, the capability statement should advise as to the expected availability date. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. There is no guarantee that the Government will pursue a solicitation in the future. All information received in response to this RFI that is marked as PROPRIETARY will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI should be sent electronically to nancy.ballay@dhs.gov with a copy to debra.stuart@dhs.gov. Questions regarding this request shall be sent to Ms. Ballay at the aforementioned email address, with a copy to Ms. Stuart. Responses to this RFI are requested not later than 4:00 PM, EST, on Friday, February 18, 2005.
