Description
The Space and Naval Warfare Systems Command (SPAWARSYSCOM), on behalf of the Program Executive Office - Space Systems (PEO-SS) and its Communications Satellites Program Office (PMW-146), intends to award a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside two-year cost-plus-award fee services contract to Minerva Engineering. Note 22 applies. FSC: AC24. PMW-146 manages the Mobile User Objective System (MUOS) program. The contractor will be required to provide on-site support at the MUOS software developer facilities in Scottsdale, AZ, USA. The contractor shall provide the MUOS program within the PEO Space Systems and PMW-146 an integrated contractor team with the competency, capacity and capability to provide system engineering and system engineering support services. The contractor must show knowledge, competency, and experience in the development, operation, and acquisition of software intensive narrowband satellite communication systems. The services are for subject matter expertise (technical), with skill sets and experience that match PMW-146's need to comply with and respond to DOD, SPAWAR, PEO, Joint, Allied and Coalition requirements for narrowband satellite communication systems. The contractor shall provide system engineering support to PEO Space System and PMW-146 with extensive experience in software design, development, test, and engineering; extensive experience in software development oversight and/or Independent Verification and Validation (IV&V); experience in software development management for large, complex projects and in software development audits; as well as experience in site-specific Satellite Communication-related functionality. The work activities will be performed in the following, but not limited to, areas: (1) Network Management Segment: system and network databases, communications resource planning, planning tools, interface to Transport Segment, TMN, FCAPS, satellite access request processing. (2) Ground Transport Segment: WCDMA technology, transmit and receive processing, traffic control, UMTS CORE, radio access node, Ipv6, ATM. (3) Satellite Control Segment: satellite payload management, constellation management, BUS management, simulation for satellite control, Telemetry, Tracking & Control (TT&C), orbit analysis, geo-location. (4) User Entry Segment ??? software communications architecture compliance waveform, application program interface for Software Defined Radios, communication protocols, CORBA, message translation, and voice encoding. Support shall be in the following specific, but not limited to, activities: evaluate Supplier software development related data/information inputs for accuracy and currency, provide leadership in the detection, analysis, monitoring, and mitigation of software development related risks, evaluate Supplier software development processes, informally evaluate early versions of Supplier software development products (including preliminary/prototype CDRLs), review and comment (R&C) upon submitted CDRLs, provide support to Mobile Software Development Oversight (SDO) Team audits, accomplish other standard SDO Team tasking, conduct special SDO-related assignments, investigations, and analyses, as directed by the SDO Team Lead. Additional, non-specific support shall include participation in Technical Interface Meetings, Integrated Product Team (IPT) meetings, risk assessments, and other meetings/discussions related to these areas.
