Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Department of the Navy, Naval Air Warfare Center Aircraft Division (NAWCAD), intends to negotiate on a sole source basis with Planning Systems, Inc., 12030 Sunrise Valley Dr Ste. 400, Reston, VA 20191-3453 for the procurement of continued systems analysis support services for the Advanced Technology Anti-Submarine Warfare (ASW) Beartrap Program. Planning Systems, Inc. is currently performing these services under contract N00421-04-F-0576. Given the nature of the effort, this is a sole source action to award a contract for a period of performance from 31 Mar 2005 through 30 Mar 2006, plus two ? one year option periods. The applicable NAICS Code is 541512. Planning Systems, Inc. will perform the following major functions: support services for the recurring training of fleet operators and post mission analysis on Project Beartrap; provide critical feedback to fleet mission personnel on tactics utilization & crew coordination performance; maintain the ability to perform in-flight operator/avionics evaluations (flight qualified) and provide Programmatic Liaison to other agencies including the Office of Naval Intelligence (ONI), Naval Sea Command, and the U S Submarine community. This service will be performed utilizing the Automatic Quick Look (AQL) upgrade, otherwise known as TAPS (Tactical Acoustic Processing System) and CAMPS (Certification & Maintenance Processing System). PSI has the ability to review new products prior to implementation into Beartrap and Navy support assets. These services are the only ones that will assure commonality (form, fit, function) and fall within the existing support infrastructure of the program. Services to be performed under this contract shall be performed at Naval Air Station (NAS) Jacksonville and Naval Station (NS) Mayport, Florida. A Top Secret Clearance is required for the performance of this contract. This acquisition is being pursued on a sole basis under the statutory authority of Title 10, U.S.C. 2304 (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. While this notice of intent is for information purposes only and not a request for competitive proposals, interested parties may identify their interest and technical capability, respond to this requirement and may submit information, which will be considered by the agency.
